116 <br /> <br /> Mr. Wieland asked the County Engineer about potholes on County <br />Road ~4. Fhe County Englneer reported the patch crew would be <br />working on this pro3ect in the next two weeks. <br /> <br /> After a discussion on appointments to the Red River Action <br />Committee, it was decided to postpone this matter for two weeks. <br /> <br /> Diana Muraok reported that she received a letter from Ehlers and <br />Associates in regard to a proposal agreement for Jail/Law Enforcement <br />Center project. Mr. Larson moved and Mr-. Wieland seconded to hire <br />Ehlers and Associates as consultants for $~,000 for the next 12 <br />months, pending approval of the States Attorney. On roll call vote, <br />the motion carried unanimously. <br /> <br /> Michael Montplaisir, County Accountant, informed the Commission <br />of the financial status of the County. Mr. Montplaisir said the <br />Social Welfare fund would run about $155,000 over the budgeted amount <br />and that several other smaller funds were already over the budgeted <br />amount due to underestimation of revenues. Several County funds <br />would end the year with negative fund balances due to overestimation <br />of the ending balance for December, 1987, and overestimation of 1988 <br />revenues. Recommendations for amending the 1988 budget to cover the <br />additional expenditures will be brought to the Commission at a later <br />date for their action. <br /> <br /> 'The Commission agreed to send a memo to department heads asking <br />them to hold down spending during the remainder of 1988. <br /> <br /> Ordelle 8rua, County Auditor, requested approval of payment to <br />Soft Warehouse, Inc., in the amount of $275. Mrs. Stanton moved and <br />Mr. Sondrall seconded to approve payment. On roll ball vote, the <br />motion carried unanimously. <br /> <br /> g letter of request was received from Sheriff Don Rudnick for <br />permission for Lt. Arland Rasmussen to attend training conference of <br />the Mid States Organized Crime Information Oenter on September 6-9, <br />1988, at St. Louis, Missouri, at no cost to the County. On motion by <br />Mr. Sondrall and seconded by Mrs. Stanton, permission was granted for <br />out of state travel for Lt. Rasmussen to attend the conference. Upon <br />roll ball vote, motion carried unanimously. <br /> <br /> Mr. Wieland moved and Mr. Larson seconded to receive and file a <br />letter from Dougherty Dawkins lease group in regard to insurance. <br /> <br /> Mr. Wieland moved and seconded by Mrs. Stanton to receive and <br />file the Audit of Oharles 8ailley and Company for the Cass County <br />Historical Society, and that each Oommissioner would be provided with <br />a copy of the Audit and a copy also sent to the States Attorney's <br />Office. Motion carried unanimously. <br /> <br /> A discussion was held on the problem of liability insurance <br />concerning spe¢ial events at Bonanzaville and the Red River Valley <br />Fair.
