115 <br /> <br />REGULAR HEEliNG OF' CASS UOUNIY ~OARD OF COMMISSIONERS <br /> <br />AUGUSi 25, 1988 <br /> <br /> Chairman Don Eo~ert called the meeting to order with all members <br />present as follows: Oscar Sondrail, ALon Wieland, Don EcKert, <br />Jeannette 5tanton, and Ray Larson. <br /> <br /> Mr. Larson <br />the previous <br />unanimously. <br /> <br /> moved and Mrs. Stanton seconded that the minutes of <br />meeting be approved as written. Motion carried <br /> <br /> /he Commission reviewed issues to be presented later to the <br />North Dakota Association of Counties. '['he Association will then <br />select resolutions to be lobbied during the 1988 session of the North <br />Dakota Legislature. fhe issues discussed by the Commissioners were <br />whether Social Services staff are state or county employees; to what <br />extent are personnel records confidential; notification of the County <br />about tax increments approval; and changing fee payments to the <br />Auditor from the State Game and Fish Department. <br /> <br /> Also discussed was that the Commissioners want the Association <br />to address the question of per diem for various board members, such <br />as Water Resource and Social Services. <br /> <br /> Mr. Larson moved and Mrs. Stanton seconded to request the States <br />Attorney to get an opinion from the Attorney General on combining the <br />four Water Resource Boards. ALso an opinion whether the County Board <br />may meet privately with the States Attorney when the County is <br />involved in litigation. Motion carried. <br /> <br /> Mrs. Stanton moved and Mr. Wieland seconded that a letter of <br />request be sent 'to the City of Fargo for their authorization to <br />remove the Federal Aid Designation from that segment of roadway which <br />now lies within the city limits and extends from the center of the <br />bridge located at the North end of Broadway, thence southerly to 37th <br />Street or some other point chosen by the City of Fargo. Motion <br />carried unanimously. <br /> <br /> Upon the recommendation of the County Engineer, Don Richards, <br />Mr. Sondrall moved and Mr. Larson seconded to approve payments of <br />City pothole and street repair funds to l"ower City in the amount of <br />$510.OO. Motion carried unanimously. <br /> <br /> Upon recommendation of the County Engineer, Mrs. Stanton moved <br />and Mr. Wieland seconded to grant a utility permit to Cass County <br />Electric to attach underground electrical cables in conduit to the <br />bridge over the Sheyenne River on Cass County ~17 in the SE 1/4 of <br />Section 18-159-49 south of West Fargo. Motion carried unanimously. <br /> <br /> Upon the recommendation of the County Engineer, Mrs. Stanton <br />moved and Mr. Wieland seconded to grant a utility permit to Cass <br />Oounty Electric to cross Cass County Road ~17 in the SE 1/4 of <br />Section 18-159-49 with underground electric cables south of <br />West Fargo. Motion carried unanimously. <br /> <br /> <br />
