115 REGULAR HEEliNG OF' CASS UOUNIY ~OARD OF COMMISSIONERS AUGUSi 25, 1988 Chairman Don Eo~ert called the meeting to order with all members present as follows: Oscar Sondrail, ALon Wieland, Don EcKert, Jeannette 5tanton, and Ray Larson. Mr. Larson the previous unanimously. moved and Mrs. Stanton seconded that the minutes of meeting be approved as written. Motion carried /he Commission reviewed issues to be presented later to the North Dakota Association of Counties. '['he Association will then select resolutions to be lobbied during the 1988 session of the North Dakota Legislature. fhe issues discussed by the Commissioners were whether Social Services staff are state or county employees; to what extent are personnel records confidential; notification of the County about tax increments approval; and changing fee payments to the Auditor from the State Game and Fish Department. Also discussed was that the Commissioners want the Association to address the question of per diem for various board members, such as Water Resource and Social Services. Mr. Larson moved and Mrs. Stanton seconded to request the States Attorney to get an opinion from the Attorney General on combining the four Water Resource Boards. ALso an opinion whether the County Board may meet privately with the States Attorney when the County is involved in litigation. Motion carried. Mrs. Stanton moved and Mr. Wieland seconded that a letter of request be sent 'to the City of Fargo for their authorization to remove the Federal Aid Designation from that segment of roadway which now lies within the city limits and extends from the center of the bridge located at the North end of Broadway, thence southerly to 37th Street or some other point chosen by the City of Fargo. Motion carried unanimously. Upon the recommendation of the County Engineer, Don Richards, Mr. Sondrall moved and Mr. Larson seconded to approve payments of City pothole and street repair funds to l"ower City in the amount of $510.OO. Motion carried unanimously. Upon recommendation of the County Engineer, Mrs. Stanton moved and Mr. Wieland seconded to grant a utility permit to Cass County Electric to attach underground electrical cables in conduit to the bridge over the Sheyenne River on Cass County ~17 in the SE 1/4 of Section 18-159-49 south of West Fargo. Motion carried unanimously. Upon the recommendation of the County Engineer, Mrs. Stanton moved and Mr. Wieland seconded to grant a utility permit to Cass Oounty Electric to cross Cass County Road ~17 in the SE 1/4 of Section 18-159-49 with underground electric cables south of West Fargo. Motion carried unanimously.
