110 <br /> <br />I~EGULAR MEEI'iNG OF CASS OOUNiY 80ARD UF COMMISSIONERS <br /> <br />AUGUS1 i~, i98~ <br /> <br /> Chairman Don Eo~(ert called the meeting to order with ail memmer's <br />present as follows: Don bokert, Ray Lanson, Oscar Sondrall, <br />Jeannette S'tanton, and Alon Wieland. <br /> <br /> Mrs. Stanton moved and Mr. Sondrall seconded that the minutes of <br />the previous meeting be approved as written. Motion carried <br />unanimously. <br /> <br /> Jim 8er'glie, Director of the Community Survival Program, stated <br />the purpose of two new part-time job coach positions the program is <br />requesting. Mrs. Stanton noted a need to Monitor staffing of the <br />Community Survival Program. Mrs. Stanton moved 'to authorize two <br />part-time employees for the Supported Employment Program at Grade 12, <br />approximately $5.50 per hour. Mr. Lanson seconded, and on roil call <br />vote, the motion carried unanimously. In further discussion, <br />Mr. 8erglie stated that the program has been carrying a caseload of <br />i70 clients for about 1 1/2 years, which is expected to remain about <br />the same, with graduating about the same number of clients as adding <br />each year. <br /> <br /> Alvin Johnson, of Cass County Social Services, requested a <br />replacement Eligibility Specialist due to a resignation. <br />Mrs. Stanton moved that Social Services be authorized to replace an <br />Eligibility Specialist, Grade 17, $1161-$1'759 per month, and <br />Mr. Sondrall seconded. On roll call vote, the motion carried <br />unanimously. <br /> <br /> Glenn Ellingsberg, of the Sheriff's Department, asked the Board <br />to set a public meeting in Casselton on the proposed 911 emergency <br />telephone system. He proposed the dates of August 25 or 24 as if the <br />issue is to be on the ballot it has to be in to 'the Auditor by <br />September 9. Upon inquiry from Mr. Wieland, Mr. Ellingsberg stated <br />that he would have cost figures for administrative services but not <br />the hardware for the lines by the time of the meeting. He also <br />stated that Northwestern Bell would appear with a program to explain <br />the program, if they were asked. Mr. Lanson moved that Chairman <br />Eokert be authorized to set up a public hearing for the 911 system on <br />August 24, 1988, at 8:00 PM at the Casseiton City Hall, and to put a <br />5" by 4" notice in the C'ass County fepot'~et' in advance of the <br />meeting. Mr. Sondrall seconded the motion, which carried <br />unanimously. Mrs. Stanton noted the need for cost figures before the <br />issue goes on the ballot. A decision from States Attorney Robert Hoy <br />is also still needed. Mr. Ellingsberg was directed to cover at the <br />public hearing, the option available to rural areas of contracting <br />for services from West Fargo's 911 or Fargo's. <br /> <br /> Mr. Ellingsberg aisc asked for two replacements in the Sheriff's <br />Department due to resignation of a deputy and an assistant supervisor <br />in detention. '[he department is asking for a deputy, Grade 14, and a <br />Grade 12 corrections officer, as the actual vacancies will be filled <br />by in-house promotions. '[hey also need two replacement part-time <br />employees for detention. Mr. Lanson moved to authorize the Sheriff's <br />Department to hire two full-time replaoements and two part-time <br /> <br /> <br />
