100 REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS JULY 19, 1988 Chairman Don Eckert called the meeting to order with ail members present as follows: Oscar Sondrall, Alon Wieland, Don Eokert, Ray Larson and Jeannette Stanton. Mr. Larson moved and Mrs. Stanton seconded that the minutes of the previous meeting be approved as corrected. Motion carried. Mrs. Stanton moved and Mr. Sondrall seconded to allow out of state travel for Richard Offutt and Mike Montplaisir to St. Cloud, MN on August 5, 1988, to view financial software regarding budget and general ledger. Motion carried. Richard Offutt, Director of Administrative Services, reported that the City of Fargo has awarded the bid for curbing and gutter restoration on 9th Street South at the Courthouse front entrance, and the completion date is scheduled for August 15th. Mr. Sondrall asked Mr. Offutt to talk to the foreman of the pro3ect about repairing the Courthouse driveway entrances at the same time. Mrs. Stanton moved and Mr. Larson seconded to authorize Richard Offutt to contact the City of Fargo in regard to placement of "No Parking" signs for a 50' space in front of the Courthouse. Motion carried. Mr. Larson moved and Mrs. Stanton seconded to authorize the purchase of window blinds from Lohse Interiors at a cost of $440.40 for the Social Services public reception area on the first and second floors. On roll call vote, the motion carried unanimously. Mr. Wieland reported that the cornerstones depicting the four conflicts have been installed in the Veteran's Memorial Plaza at the front of the Courthouse. He has asked Richard Offutt to obtain a cost estimate on taking a picture of the plaza and distributing it to the organizations that contributed funds. Mr. Larson moved and Mrs. Stanton seconded to receive and file the Officer's Reports for June, 1988. Motion carried. Attorney Bob Schaefer was present along with a delegation from Normanna Township requesting the County Commission to consider participating in the financing of bridge reconstruction between Sections 26-55, Normanna lownship. 'The bridge was closed by the County Engineer due to its unsafe condition. Concern has been expressed by the township board, the Kindred School District officials, and the people who provide emergency services to that area. Mr. Wieland moved and Mr. Larson seconded that a written proposal, when received from this group, be presented to the Road and 8ridge Committee for review and recommendation to the Commission. Discussion continued, and Mr. Wieland asked that a copy of the bus route map be included with the proposal. Steve Grindberg from the County Road Department was informed that no State funding is available for this bridge because it is off-system. Motion carried.
