97 <br /> <br />REGULAR MEETING OF CASS OOUNTY BOARD OF COMMISSIONERS <br /> <br />JULY 12, 1988 <br /> <br /> Chairman Don Eckert called the meeting to order with all members <br />present as foiiows: Oscar Sondrall, Jeannette Stanton, Alon Wieiand, <br />Ray Larson and Don Eokert. <br /> <br /> Mr. Larson moved and Mr. Sondraii seconded that the minutes of <br />the previous meeting be approved as written. Motion carried. <br /> <br /> Sheriff Don Rudniok appeared before the Board to outline the <br />project PONI (Pianning of New Institutions) and setting guideIines <br />for building a new jail, which the Commission is considering. After <br />completing an application, the Sheriff wiii be contacted on setting <br />the dates for necessary meetings. Mr. Wieiand suggested postponing <br />the meeting which the Commission set for July 27, i988, until further <br />notice from the Sheriff, and this was agreeable. Mr. Maurioe <br />McCormick, who lives across the street from the Courthouse, expressed <br />concern that the Commission seek input from the pubiic and aisc work <br />together with City of Fargo offioiaIs and deveiop aiternatives. The <br />Commission assured him that they intend to hoid a pubiio meeting and <br />have heId meetings with the City of Fargo officials. <br /> <br /> Upon discussion with Irv Rustad from the Lake Agassiz Regional <br />Council, Mr. Wieland moved and Mr. Sondrall seconded to approve the <br />request of the Lake Agassiz Regional Council that Cass County provide <br />a maximum of $2,500 to be used to help pay the Burlington Northern <br />lease on the Small Business Incubator Site in north Fargo should the <br />Lake Agassiz Regional Counoii defauit on lease payments for the <br />duration of the project, which is 20 years. The motion carried on <br />roIi call vote with four members voting "Aye" and Mr. Larson opposing <br />because of the terms of the Iease being renewabie with Buriington <br />Northern every five years. <br /> <br /> Mr. Wieland moved and Mrs. Stanton seconded that ail documents <br />concerning the above Burlington Northern lease be immediately <br />referred to the Cass County States Attorney for review and approval. <br />Motion carried. <br /> <br /> Upon the recommendation of County Engineer Don Richards, <br />Mr. Larson moved and Mr. Sondrall seconded to approve payment of City <br />Pothole and Street Repair Funds to the City of Davenport in the <br />amount of $459.OO. On roll call vote, the motion carried <br />unanimously. <br /> <br /> Mrs. Stanton moved and Mr. Sondraii seconded to approve the <br />Minimum Design Standards for County and township roads and bridges as <br />presented by the County Engineer, and forward them to the State <br />Highway Department. Motion carried. <br /> <br /> Don Richards reported that the County Road 51 project is <br />proceeding, and he has conferred with the States Attorney on <br />establishing an escrow fund for the amounts offered by the developer <br />and local residents. <br /> <br /> <br />
