95 Earl Haugen stated that the County has adopted a Municipal Incorporation Review Policy, but the Oxbow petition and the Round Hill petition were submitted before the policy was adopted. Attorney Selbo suggested expanding on the municipal incorporation policy to spell out the County's specific concerns. Mr. L&rson suggested delaying further discussion on this until the States Attorney's Office is represented. Upon the request of District Court Judge Norman Backes, Mrs. Stanton moved and Mr. Larson seconded to extend the period of time for Bill Hanson as Magistrate/Referee and for Judge John O. Garaas serving in Cass County Court until August 1, 1988, under the same conditions as at present; and that Chairman Eokert write them a letter thanking them for their services. On roll call vote, the motion carried unanimously. Mr. Sondrall moved and Mr. Larson seconded that Vouchers No. 86,874 through No. 87,500 and Vouchers No. 1,001 through No. 1,564 be approved and ordered paid. Upon the request of Bonnie Johnson, Mr. Wieland moved and Mr. Sondrall seconded to formally include in the job description of the administrator of the Regional Child Support Enforcement Unit the duties of serving as Guardian Ad Litem, for children born out of wedlock to mothers receiving public assistance, for cases brought on behalf of the State of North Dakota. On roll call vote, the motion carried unanimously. A letter was received from Kathy Simmons, RN at the Cass County Jail, concerning a meeting to be held July 8, 1988, at 9:00 AM in the Courthouse regarding accepting intoxicated individuals into the jail. Mr. Wieland suggested that the States Attorney's Office be represented at this meeting. The Social Services overtime report for June, 1988, for the Community Survival Program was referred to Commissioner Stanton. Commissioners were in agreement that the Chairman request Irv Rustad of the Lake Agassiz Regional Council to appear before the Board to explain a lease problem between the Burlington Northern Railroad and the Federal Government on the Lake Agassiz Regional Council Small Business Incubator Site in Fargo. Assistant States Attorney Jim Twomey appeared at this time and discussion continued on the Oxbow Incorporation petition. He stated that the Commission may approve the petition with or without amendments. However, the Commission cannot tell them that they cannot do something which the statute allows. Mr. Larson moved and Mr. Sondrall seconded to proceed with the incorporation of Oxbow pending approval from the States Attorney's Office. Jim Twomey stated that he would prepare a final written report in conjunction with the County Planner. He suggested that if the Commission is going to refer it to the States Attorney's Office that it be submitted without the Commission taking specific action today.
