95 <br /> <br /> Earl Haugen stated that the County has adopted a Municipal <br />Incorporation Review Policy, but the Oxbow petition and the Round <br />Hill petition were submitted before the policy was adopted. <br />Attorney Selbo suggested expanding on the municipal incorporation <br />policy to spell out the County's specific concerns. Mr. L&rson <br />suggested delaying further discussion on this until the States <br />Attorney's Office is represented. <br /> <br /> Upon the request of District Court Judge Norman Backes, <br />Mrs. Stanton moved and Mr. Larson seconded to extend the period of <br />time for Bill Hanson as Magistrate/Referee and for Judge John O. <br />Garaas serving in Cass County Court until August 1, 1988, under the <br />same conditions as at present; and that Chairman Eokert write them a <br />letter thanking them for their services. On roll call vote, the <br />motion carried unanimously. <br /> <br /> Mr. Sondrall moved and Mr. Larson seconded that Vouchers <br />No. 86,874 through No. 87,500 and Vouchers No. 1,001 through <br />No. 1,564 be approved and ordered paid. On roll call vote, the <br />motion carried unanimously. <br /> <br /> Upon the request of Bonnie Johnson, Mr. Wieland moved and <br />Mr. Sondrall seconded to formally include in the job description of <br />the administrator of the Regional Child Support Enforcement Unit <br />the duties of serving as Guardian Ad Litem, for children born out of <br />wedlock to mothers receiving public assistance, for cases brought on <br />behalf of the State of North Dakota. On roll call vote, the motion <br />carried unanimously. <br /> <br /> A letter was received from Kathy Simmons, RN at the Cass County <br />Jail, concerning a meeting to be held July 8, 1988, at 9:00 AM in the <br />Courthouse regarding accepting intoxicated individuals into the <br />jail. Mr. Wieland suggested that the States Attorney's Office be <br />represented at this meeting. <br /> <br /> The Social Services overtime report for June, 1988, for the <br />Community Survival Program was referred to Commissioner Stanton. <br /> <br /> Commissioners were in agreement that the Chairman request Irv <br />Rustad of the Lake Agassiz Regional Council to appear before the <br />Board to explain a lease problem between the Burlington Northern <br />Railroad and the Federal Government on the Lake Agassiz Regional <br />Council Small Business Incubator Site in Fargo. <br /> <br /> Assistant States Attorney Jim Twomey appeared at this time and <br />discussion continued on the Oxbow Incorporation petition. He stated <br />that the Commission may approve the petition with or without <br />amendments. However, the Commission cannot tell them that they <br />cannot do something which the statute allows. <br /> <br /> Mr. Larson moved and Mr. Sondrall seconded to proceed with the <br />incorporation of Oxbow pending approval from the States Attorney's <br />Office. Jim Twomey stated that he would prepare a final written <br />report in conjunction with the County Planner. He suggested that if <br />the Commission is going to refer it to the States Attorney's Office <br />that it be submitted without the Commission taking specific action <br />today.
