94 REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS JULY 5, 1988 Chairman Don Eckert called the meeting to order with all members present as follows: Alon Wieland, Ray Larson, Jeannette Stanton, Oscar Sondrall and Don Eckert. Mr. Larson moved and Mrs. Stanton seconded that the minutes of the previous meeting be approved as written. Motion carried. Mr. Larson moved and Mr. Sondrall seconded to reapprove the following Pledges of Assets: Motion carried. Correspondence was received concerning a proposal to change the location of serving meals to senior citizens in West Fargo from the Highrise to a nearby church. Chairman Eckert will arrange a meeting at the West Fargo Highrise to discuss this matter. County Planner Earl Haugen was present and stated that he has issued a final report and letter recommending denial of the Oxbow Incorporation petitions. He questions whether the County has received enough information. Attorney for the petitioners, Greg Selbo, and Oxbow residents Ralph Peterson and Don Stockman were also present. Mr. Selbo stated that he feels the petitioners have expressed intentions as much as they can. The city government, once it is formed, will have the authority to make decisions. Mr. Larson stated that he is in favor of the incorporation and suggested that the petitioners re-apply after being more specific in the areas which concern the County Planner. Mrs. Stanton asked that Assistant States Attorney, Jim Twomey, be involved in this discussion because he prepared the written findings on the Round Hill incorporation petitions.
