60

Tom Jensen, Social Services Director, requested authorization to
extend Donna Lay's employment on an hourly basis through May 27,
1988, for training Kathy Larsen as Accountant I. Mr. Larson moved
and Mr. Sondrall seconded to authorize Tom Jensen to hire Donna Lays
on an hourly basis for up to 80 hours through May 27, 1988, based
upon her current rate of pay; and to hire Kelly Services for a
maximum of 40 hours instead of paying overtime, and to give an update
to the Social Services 8card. On roll call vote, the motion carried
unanimously.

Mrs. Florenz 8jornson, Chairman of the Cass County Sooiai
Services Board, was also present for the discussion on the
Accountant I position. She thanked the Commission for settling these
matters that have been extremely disturbing to the Social Services
Department. She felt that the head of that department has really
taken some abuse and hoped that everyone could be more understanding
of each other from this point on. She hoped that the Cass County
Commission and the County Social Services Board, which is in
accordance with State law, are now in communication with each other.
Mrs. Stanton stated that the Social Services Director did not conform
to what the County Commission requested him to do in the Minutes of
March 29, 1988, for filling the position of Accountant I.

A Building Authority meeting scheduled for today was postponed
until next Tuesday due to the length of today's agenda items.

A letter was received from County Auditor Ordelle Brua
requesting salary adjustments for two employees involved in
cross-training for two positions in that department. Mrs. Stanton
moved and Mr. Sondrall seconded to approve a salary adjustment for
Cheryl McQuade at $50.00 per month with an additional $50.00 per
month for the first three months for training for the entry level
accountant position, and a salary adjustment for Jo Winefeldt at
$25.00 per month; these being effective April 18, 1988. On roll call
vote, the motion carried unanimously.

Mr. Wieland moved and Mrs. Stanton seconded that a letter from
Gary Griffeth, spokesman for a group of property owners north of
Hector International Airport on either side of County Road 20,
requesting the creation of a special assessment district, be referred
to the States Attorney for his opinion on the procedure to be
followed. Motion carried.

Mrs. Stanton moved and Mr. Larson seconded that a contract for
legal services between the Southeast Cass Water Resource District and
the Ohnstad Twichell Law Firm be referred to the States Attorney for
his opinion; and that a letter be sent to the Southeast Cass Water
Resource Board asking them not to act on any contracts for
engineering or legal services until the County Commission hears from
the States Attorney. Motion carried.

An overtime report from the Oounty Social Services Department
was referred to Commissioner Stanton.
