49 <br /> <br /> Deanna Kensrud presented a memo requesting salary adjustments <br />for' two people in her office who have been employed by 'the Oounty 'for' <br />4 and 5 years and are presently earning just slightly over the new <br />starting salary of $1,O00.O0 per month. Mrs. Stanton moved and Mr. <br />Sondrall seconded that 'the Register of Deeds be authorized to <br />increase the salaries of Geri Stephan from $1,096 to $1,1'75 per monLh <br />and Lisa Alter from $1,055 to $1,120 per month effective May 1, 1988. <br />Both employees will remain in Pay Grade 4. On roll call vote, the <br />motion carried unanimously. <br /> <br /> Mr. Sy Hubrig appeared before the Board to express his concerns <br />ti]at senior citizen clubs in rural Oass County are putting mill levy <br />funds in the bank rather- than using the funds for' progr'ams and <br />services for senior citizens. He stated that the City of Fargo has <br />more senior citizens than in the rest of the County, and he feels the <br />Fargo senior citizens should receive about $20,000.00 more per-'Fear <br />from the mill levy. Mr. Eckert stated that some of the money that is <br />banked has been earned by the individual clubs. Mr. Wieland stated <br />that he received a telephone call from someone in the State Human <br />Services Department about contracts between the County and the <br />individual senior- citizen clubs, and Mr. Eokert stated that an <br />Assistant States Attorney is working on this. Mr. Sondrall suggested <br />contacting Mr. Sid Pun'ton, who is the bookkeeper for the senior- <br />citizen clubs. <br /> <br /> Mr. Wieland moved and Mrs. Stanton seconded that the Cass <br />County Commission send a letter to each of the rural Cass County <br />Senior Oitizen Olubs and to the Fargo Senior Oitizen Olub requesting <br />from them the following items: actual financial statement for" 1986 <br />showing income and expenditures, 1987 operating budget, proposed 1988 <br />budget, financial statement as of January 1, t988, a copy of their <br />proposed program and services including a contract with the County; <br />all of this information to be provided to the Cass Oounty Commission <br />on or before July l, 1988. On roll call vote, the motion carried <br />unanimously. A copy of the letter is to be sent to Mr. Sid Punton <br />and to the State Department of Human Services. <br /> <br /> County Planner Earl Haugen was present along with committee <br />member and resident of the area, Mr. Tom Garske, concerning the <br />final report and recommendations for engineering services for the <br />pr-oposed southside rural sewer project. Mr. Haugen read rise <br />recommendations of the Engineering Services Selection Commi'ttee as <br />stated in their letter addressed to the Cass County Board of <br />Commissioners dated March 50, 1988. After discussion, Mr. Larson <br />moved and Mrs. Stanton seconded to approve expanding the study area <br />of the was'tewater facility plan to include part of Barnes Township <br />along with Stanley Township in the amount of $40,224; and authorize <br />Chairman Don Eokert to sign Resolution No. 1988-9 authorizing filing <br />of application with the Federal Environmental Protection Agency for a <br />Grant under the Water Pollution Control Act, and to sign the contract <br />'for- engineering services with the Moore Engineering Company. Jeff <br />Volk and Roger Fenstad from the Moore Engineering Company were also <br />present. A question was asked on how much 'time the County Planner <br />will spend on this project, and Mr. Volk stated that it will depend <br />upon the County's involvement in the project. Mr. Garske estimated <br />about 20% of the County Planner's 'time, as he will need ko keep <br />informed of the project and in turn keep the Commission informed. At <br /> <br /> <br />
