ROAD ADVISORY COMMITTEE
JULY 22, 2002--2:'15 PM

MEETING TO ORDER
Commissioner Alon Wieland called to order a meeting of the Road Advisory
Committee at 2:15 PM, Monday, July 22, 2002, in the Commission Room, Cass
County Courthouse. The following membem were present: Donna Schneider,
Scott Wagner, Robyn Sorum, Alon Wieland, Keith Bemdt, Rich Slag, Dennis
Rust and Mark Johnson. John Meyer arrived later in the meeting. Jurgen Suhr
was absent.

HIGHWAY '16 REQUEST, Discussed
John Saewert was present to discuss continued interest in paving an 8-mile
stretch of County Highway 16 from Davenport to State Highway 18. Mr. Saewert
said safety is an issue because the children from Leonard are transported to
Kindred School on this mad.

Mr. Wieland said problems still exist with how this project would be funded. Mr.
Berndt said this project would cost approximately $4 million. This item is not on
the priority list compared to other mad needs within the county. He said 10 mill
funds are not available; however, if the levy is reinstated after 2004, it could
possibly be changed to include County Road 16.

HILL TOWNSHIP BRIDGE, Petition request discussed
Mr. Beredt provided some background information on a bridge petition submitted
by the Hill Township Board of Supervisors for a crossing over the Maple River at
Sections 11 and 14. In 1998, the bridge was destroyed by a fire. The read
involved is considered a Iow volume road. He distdbuted a map of the area.

The county received a $60,000 settlement from the landowner's insurance. Mr.
Berndt proposed the county install a used 8 %' x 13 ¼' culvert in place of the
township bridge crossing the river at a cost of around $50,000; however, the
township is not in favor of this option. With this option, the township read would
need to be lowered to allow water to overtop during significant flood events. He
cannot justity a large expense to fix this because of alternative routes that are
available. Mr. Bemdt outlined six different options for the committee to consider.

Jeff Zaun and Dale Paul were present from the Hill Township Board. The
township does not support installing one culvert because this would fome the
river over the road and the township would have the liability each year to repair
the road after flooding. They said a home is in the process of being restored and
the owners feel if the bridge is not repaired in some way, a good mute is
unavailable because of the many sloughs in the area. Mr. Zaun would rather see
two or three culverts added. Mr. Bemdt said this would cost between $150,000
to $175,000.
