10/2/02 <br />Pleasant Township Bridge located between sections 10/15 Pleasant Township <br /> <br />Background: <br /> <br />In 2001 a 118foot long wooden bridge cmsalng the Wild Rice River in Pleasant <br />Townskip was destxoyed by fire. We've replaced three other bridges over the Wild Rice <br />River ~n th~s vicinity in recent year~ at costs of $525,000; $695,000; and $1.2 million <br />respectively. Between the adjaeant landowner's insurance company and a private <br />contribution, we have funding commi~mants of $150,000 to put toward a replacement <br />structure. <br /> <br />I couldn't build a replacement bridge in tkis area with the same type of concrete slmeture <br />we typically design for the $150,000 se~ement officer. The bridge was on a low volUme <br />towusltip road parallel and 1 mile north of Cass County Highway 18. Under most :' "· <br />circumstances, this bridge would be a likely eaadidate for permanent closure due to its <br />low use and availability of alternate routes. <br /> <br />There may be extenuating circumstances to consider in this instance. <br /> <br /> o $150,000 private contributions toward a replacement <br />o The bridge that burned was in poor condition and would have reqdimd some <br /> County funds to keep operational. <br />o The bridge historically provided improved access during floods when other roads <br /> were not p~sable. <br />o A relatively low cest replacement bridge could be designed for this location using <br /> used steel beams currently on inventory and designing to minimal standards. <br /> <br />Recommendation; <br /> <br />Authorize County Engineer to complete an in-house design of a replacement structure <br />and advertise for bids. Set a cap on the County funds to be put into the replacement <br />structure. I'd recommend a cap of $75,000 or $100,000 in County funds in addition to <br />the used material and County labor. The would result in a potential project cost of <br />$225,000 or 250,000. If we determine a replacement cannot be constructed for that <br />amount or less, I recommend that we ask the private parties to contribute more or <br />abandon the pro.~ect. <br /> <br /> <br />
