<br />Commission Minutes--September 2, 2003 2648 <br /> <br />MOTION, passed <br />Mr. Bennett moved and Mr. Meyer seconded to add Lots 1-6 Block 1, <br />Prairie View Estates 3rd Addition to the City of Mapleton, as omitted <br />property for 2003 in the amount of $28,800 assessment for 7 months, <br />according to notice sent from the county auditor to Fred Clark, Fargo, <br />North Dakota. On roll call vote, the motion carried unanimously. <br /> <br />MOTION, passed <br />Mr. Bennett moved and Mr. Meyer seconded to add the South 80' of Lots <br />7-9 Block 2, Original Townsite to the City of Page, as omitted property for <br />2003 in the amount of $8,500 residential structure, according to notice <br />sent to Jamie Lende, Page, North Dakota. On roll call vote, the motion <br />carried unanimously. <br /> <br />7. PLAT APPROVAL, Smylie's Subdivision in Gill Township <br />MOTION, passed <br />Mr. Bennett moved and Mr. Meyer seconded to grant final plat approval <br />of Smylie's Subdivision, Section 18, Township 139N, Range 53W in Cass <br />County, North Dakota. On roll call vote, the motion carried unanimously. <br /> <br />8. RESOLUTION #2003-9, MIDA Bond for NDSU Development Foundation Proiect <br />Attorney James Stewart was present to answer any questions concerning the application of <br />North Dakota State University (NDSU) Development Foundation for MIDA Bond financing in <br />the amount of $4.5 million. The application states that all of the bond proceeds will be used <br />to finance the construction and equipping of an 80,400 square foot horse barn and related <br />equine facilities located at 5140 19th Avenue NW in Fargo. Mr. Stewart said the property <br />would be leased to NDSU and the county has no liability for payment on the bonds. <br /> <br />Mr. Meyer asked about the bond limit. County Auditor Mike Montplaisir said the county has <br />not issued any other bonds this year and would be well within the $10 million limit if this <br />application is approved. <br />MOTION, passed <br />Mr. Meyer moved and Mr. Bennett seconded to authorize the chairman <br />and the county auditor to sign Resolution #2003-9 Relating to a Project <br />Under the Municipal Industrial Development Act, Giving the Project <br />Preliminary Approval, Subject to a Public Hearing to be held September <br />29, 2003 (NDSU Development Foundation Project). On roll call vote, the <br />motion carried unanimously. <br /> <br />9. NORTH DAKOTA ASSOCIATION OF COUNTIES, Information Services contract <br />County Auditor Mike Montplaisir said after the Information Services director resigned about <br />1 % years ago, the department has been under his supervision. The county has contracted <br />with North Dakota Association of Counties (NDACo) for technical services and has seen <br />improvements in computer and phone systems. He feels the department needs someone <br />with statewide experience to provide leadership. He introduced Mike Abel and Terry <br />Schmaltz from NDACo. <br /> <br />Mr. Abel distributed information on support contract benefits as well as what would be <br />involved with the collaboration between Cass County and the NDACo.
