Commission Minutes-August 13, 2003 2636

Rural Ambulance & Rescue
Daryl Lahren and Kenneth Habiger were present representing the Cass County Rural
Ambulance and Rescue. They have been requesting the same amount, $140,000, for the
last three or four years.
Motion, passed
Mrs. Sorum moved and Mr. Meyer seconded to approve $140,000 for
the Cass County Rural Ambulance and Rescue for 2004. On roll call
vote, the motion carried unanimously.

Metropolitan Council of Governments
Robert Bright, Executive Director of the Fargo Moorhead Metropolitan Council of
Governments, said dues for member jurisdictions will remain at the same level for 2004 as
in 2003.
Motion, passed
Mr. Vanyo moved and Mr. Bennett seconded to approve member dues
in the Fargo Moorhead Metropolitan Council of Governments at $6,458,
which is the same amount as in 2003. On roll call vote, the motion
carried unanimously.

Fargo Cass Public Health
Mary Kay Herrmann, Director of Fargo Cass Public Health, was present with two staff
members concerning the 2004 budget request. Sheriff Don Rudnick was also present for
the budget hearing on the jail nurse program. Mrs. Herrmann said the only increase in the
community health budget is salaries, calculated at an estimated 3% raise. Staff time is
the same and services in the county have not changed, she said.

A requested increase in the jail nurse budget includes two additional part-time staff
because three additional part-time positions were requested last year, and only one was
granted. Mrs. Herrmann said these positions are needed due to increased population in
the new jail and more inmates requiring medications. The biggest need is delivering
medications mornings and evenings, according to the nurse. Sheriff Rudnick said he
supports the request for two additional part-time positions because one officer's time is
being taken up delivering medications.

Currently, there are two RN's and one CMA (Certified Medical Assistant) working full-time
at the jail. The one part-time nurse starts work in the afternoon and stays later, according
to Mrs. Herrmann. Mrs. Sorum suggested one RN and one CMA during the day and one
of each at night also.

The board requested information on the number of inmate visits to the nurses' station and
the time of day or evening the visits are occurring. Mrs. Herrmann said the staff could do
a time study over a period of days for a few months. Action was delayed on the jail nurse
program until after meeting with the Sheriff on the jail operations budget tomorrow.
Motion, passed
Mr. Bennett moved and Mr. Vanyo seconded to approve the Community
Health portion of the Fargo Cass Public Health 2004 budget as
submitted. On roll call vote, the motion carried unanimously.
