Page 3 of 7 <br />Pacific International Engineering <br />Maple River- Phase I Proposal <br />July 18, 2003 <br /> <br />It is understood that you will contract with Houston Engineering Inc, of Fargo, ND for the ground survey <br />component of this project. It is understood that Houston will furnish all targeted ground control necessary for <br />controlling the topographic mapping. Enclosed is a diagram showing the location of the eight (8) new points <br />and the repanel of five (5) existing ground control points required for this project. Each point will require a <br />panel measuring 18" x 8' for each of four legs in a cross formation. <br /> <br />Airborne GPS will be the primary control utilized on this project. Airborne GPS photo control greatly reduces <br />the amount of ground control required as each photo center provides a control location. Enclosed is a copy of <br />the Airborne GPS ground survey requirements. This document outlines the services that we require in <br />support of our Airborne GPS operations. <br /> <br />NOTE: The surveyor responsible for the ground control survey shall verify which horizontal <br />coordinate system and vertical datum will be required by the client for any control survey <br />work performed in conjunction with this project. When using control information provided by <br />our clients, an additional charge of $75.00 per hour will be made for excess office time, if <br />any, to resolve problems created by the receipt of erroneous control. <br /> <br />The horizontal ground control survey closure shall be at least NGS Second Order Class II and vertical closure <br />shall be at least _+0.1 times the targeted contour interval. <br /> <br />Horizontal Datum <br />Vertical Datum <br /> <br />Coordinate System <br />Mapping Units <br /> <br />Project Coordinate Specifications <br /> INAD 83 <br /> NAVD 88 <br /> ND State Plane South Zone <br /> feet <br /> <br />Survey Report <br />Ground survey data will be supplied in final project coordinates. In addition, Airborne GPS projects require <br />latitude, longitude and ellipsoid values for each control location. Horizons requires a Registered Land <br />Surveyor to verify ground control survey projects. Survey data for all points will be provided in a final survey <br />report signed by a Registered Land Surveyor and also as a digital file in standard ASCII X,Y,Z format. <br /> <br />- Aerotriangulation - <br /> <br />The aerial photography and ground control will be used in conjunction with aerotriangulation techniques to <br />establish a consistent horizontal and vertical datum for the area being mapped. From basic traverses to <br />establish secondary control, aerotriangulation will be used to supplement the targeted photo control to <br />produce fully controlled stereomodels. <br /> <br />- LiDAR Processing - <br /> <br />LiDAR elevation data will form the foundation of the Digital Terrain Model on this project. LiDAR data will <br />be processed through three stages in Phase I of this project: (1) Pre-processing, (2) Post-processing, and <br />(3) Manual Feature Classification. (The fourth and final phase of operations, 3D Edit, will be processed <br />during Phase II operations under a separate contract). <br /> <br /> <br />
