Commission Minutes--August 19, 2005 2970

~

He provided figures for a single plan with 75% of the premium paid by the county or 100%
of the premium paid by the county. The insurance would be self-funded, the same as the
county's health insurance plan.

Mrs. Johnson contacted Fargo, West Fargo, Moorhead and Clay County to see what type of
dental plans they offered and discussed her findings with the commission. Mr. Wagner feels
the county should be competitive in order to retain employees and said additional benefits
are worth considering.

Mrs. Sorum said if the county covers 75% of the cost for a single plan, the employee share
would be $8 and a family plan would be about $60, which she feels is reasonable for dental
insurance. Mr. Pawluk thinks employees should have an investment in their benefits and
supports them paying for part of the insurance.
MOTION, passed
Mr. Pawluk moved and Mrs. Sorum seconded to adopt the 224 Blue
Cross Blue Shield dental insurance plan with 75% of the costs to be
employer paid. Discussion: Mr. Bennett said the current dental care
vendor needs to be notified of the change and be given a chance to
provide a better proposal. Mrs. Johnson said in situations like this,
normally the vendor is notified after the final budget is approved;
however, if the board wishes, she can contact them after preliminary
approval of the budget. On roll call vote, the motion carried with four
members voting "Yes" and Mr. Vanyo abstaining due to a conflict of
interest.

\..,

12. SPRINGV ALE CEMETERY ROAD IMPROVEMENT
Mr. Pawluk said the commission needs to consider participating in necessary improvements
to 32nd Avenue North, which leads to Springvale Cemetery. He said the Airport Authority
and other entities will also be sharing in the cost.

Mr. Montplaisir suggested funds come out of this year's budget and said $30,000 is
available in the construction fund.
MOTION, passed
Mr. Pawluk moved and Mr. Wagner seconded to use up to $30,000 from
the 2005 construction fund to pay the county's share for improvements
to 32nd Avenue North in front of Springvale Cemetery. On roll call vote,
the motion carried unanimously.

13. COURTHOUSE EXPANSION FUNDING
Mr. Pawluk asked if funding needs to be set aside for the future expansion of the
courthouse. Mr. Montplaisir said the county has $6.7 million in the building fund. Mr.
Pawluk commended the commission for planning ahead by raising funds beforehand to pay
for construction of the Cass County Jail and would like to use the same concept when an
expansion is built for the courthouse.

\..
