ments can put together details from mul- <br />tiple crimes and find patterns using a data <br />warehouse analysis. <br /> <br />NETWORKING <br /> New York State is reaching beyond its <br />borders for help in detecting patterns of ter- <br />rorist or criminal behavior. The state has <br />created an Information Sharing and Analy- <br /> <br />sis Center, or ISAC, a way to share and <br />analyze information and give timely warn- <br />ings of cyber or physical attacks to 13 par- <br />ticipating states. If, for instance, Florida <br />employees were to see a virus on their net- <br />works, they would immediately alert the <br />other members about what they were expe- <br />riencing, using 24/7 contact information <br />that has been gathered for the purpose. If <br />similar problems were happening in, say, <br />three other states, they'd know what they <br />were seeing was not an isolated incident <br />but a widespread problem. <br /> It is not particularly the habit of IT staff <br />to spread the word about their networks <br />being infiltrated. The first reaction often <br />has been to keep it quiet and work to get it <br />fixed before anyone knows about it. <br />"Sharing information about being <br />breached was so difficult before," says Will <br />Pelgrin, director of New York's Office of <br />Cyber Security and Critical Infrastructure <br />Coordination. "A staff person who found <br />it was always trying to correct it before the <br />boss ever learned about it." However, in <br />these times of purposeful attacks, officials <br />are stressing that sharing information is <br />important and that it's best for others to <br /> <br />know what was vulnerable so that every- <br />one else is less vulnerable. <br /> The state did what it considered a suc- <br />cessful practice run of its procedures on <br />President's Day weekend in February. All <br />states checked in about what they were <br />seeing on their networks, which happened <br />to be nothing damaging on those days. <br />But like a fire drill, the states got to make <br />a dry run of what they'd do if they were <br />seeing a cyber attack. "I can't just protect <br />my own network," says Pelgrin, who hopes <br />eventually all 50 states will join the ISAC. <br />"There are too many dependencies with <br />other agencies. It has to be a collabora- <br />tive effort." <br /> The Washington, D.C., area knows <br />about collaboration. Long before 9/11, <br />Maryland, Virginia and District of Colum- <br />bia first responders found themselves hav- <br />ing to communicate during several har- <br />rowing situations.
