In addition to voting <br />system upgrades, polling locations will also provide educational voter information <br />in alternative formats to accommodate the needs of all persons eligible to vote. <br /> <br />Provisional Voting <br />North Dakota does not register voters and is therefore exempt from complying <br />with certain provisional voting requirements contained in HAVA. <br /> <br />Votin.q Information Requirements <br />Voting information, provided in "easy to understand language," will be posted and <br />made available in accessible alternative formats in each polling location, to <br />include information regarding federal laws pertaining to voting rights and <br />prohibited acts of voter fraud; instructions for filing a complaint and contacting the <br />appropriate election officials when voting rights are alleged to have been <br />violated; and the date and hours of voting in each polling place. <br /> <br />Voter Registration List <br />North Dakota does not register voters and is therefore exempt from complying <br />with the centralized voter registration, and peripheral identification requirements <br />required by HAVA. <br /> <br />The Office of the Secretary of State will manage all expenditures funded by HAVA. The <br />state will be responsible for accounting for all expenditures, program controls, and <br />outcomes in accordance with state and federal laws. <br /> <br />Based on a target number of precincts established for each county, the state will <br />calculate an allowable expense for voting equipment upgrades in each county. The <br />target number of precincts for each county will be determined by a formula taking into <br />account a number of variables, including the number of existing precincts, number of <br />votes cast per county in the last gubernatorial election, the number of eligible voters per <br />county that are over age seventeen, and the size of each county in square miles.
