COORDINATION AND CONTROL <br /> <br />Functional Coordinator: Commission Chairperson <br /> <br /> Purpose <br /> <br />To provide procedures for coordinated management of preparedness, response and recovery, <br />continuity of government, emergency operations center (EOC) and policy making in emergency <br /> <br />situations. These events include: <br /> Health Related Fire/Explosion Bomb Threat <br /> Communicable Vehicle Accidents Terrorism <br /> Disease Aircraft Accidents Active Shooter <br /> Bio-terrorism Hazardous Materials Civil Disorder <br /> Structural Collapse <br /> Power Failure <br /> <br />Flood <br />Heavy Rains <br />Blizzard <br />Tornado <br />High Winds <br /> (Straight-line) <br />Drought <br /> <br />The primary functional coordinator is the executive officer of government or his or her alternate <br />in the county. The principal officers are responsible for the county emergency operations, <br />including assuring continuity of resources. The county commission is responsible for all county <br />emergency operations outside of corporate city limits. <br /> <br />Primary Responsibilities: Public Information, Emergency Declaration, Interface/Liaison with <br />Non-City Agencies, Decision Maker <br /> <br />This role will be filled by the Vice Chairperson in the event the Chairperson is unavailable. <br /> <br />Preparedness: <br /> Promote policy development and adoption of emergency operations plan <br /> · Interface and liaison with other jurisdictions of government (cities, county, state, and federal) <br /> · Interface and liaison with the general public, private businesses and non-profit organizations <br /> · Develop and maintain public communication methods and procedures <br /> · Review and update communications mutual aid agreements <br /> Initiate public awareness campaigns on possible hazards <br /> · Utilizing an assigned Public Information Officer (PIO) release information to the public pertinent <br /> to preparing for the threat/hazard expected <br /> <br />Response: · Issue a local emergency/disaster declaration, if necessary <br /> · Initiate priority disaster operations based on initial situation assessment. <br /> <br />6/27/03 13 <br /> <br /> <br />
