COORDINATION AND CONTROL Functional Coordinator: Commission Chairperson Purpose To provide procedures for coordinated management of preparedness, response and recovery, continuity of government, emergency operations center (EOC) and policy making in emergency situations. These events include: Health Related Fire/Explosion Bomb Threat Communicable Vehicle Accidents Terrorism Disease Aircraft Accidents Active Shooter Bio-terrorism Hazardous Materials Civil Disorder Structural Collapse Power Failure Flood Heavy Rains Blizzard Tornado High Winds (Straight-line) Drought The primary functional coordinator is the executive officer of government or his or her alternate in the county. The principal officers are responsible for the county emergency operations, including assuring continuity of resources. The county commission is responsible for all county emergency operations outside of corporate city limits. Primary Responsibilities: Public Information, Emergency Declaration, Interface/Liaison with Non-City Agencies, Decision Maker This role will be filled by the Vice Chairperson in the event the Chairperson is unavailable. Preparedness: Promote policy development and adoption of emergency operations plan · Interface and liaison with other jurisdictions of government (cities, county, state, and federal) · Interface and liaison with the general public, private businesses and non-profit organizations · Develop and maintain public communication methods and procedures · Review and update communications mutual aid agreements Initiate public awareness campaigns on possible hazards · Utilizing an assigned Public Information Officer (PIO) release information to the public pertinent to preparing for the threat/hazard expected Response: · Issue a local emergency/disaster declaration, if necessary · Initiate priority disaster operations based on initial situation assessment. 6/27/03 13
