<br />Commission Minutes--June 16, 2003 2607 <br /> <br />Concerning the Orville Iwen property, which the board addressed at the last equalization <br />meeting, Mr. Meyer said he met with representatives of the water resource district who have <br />already addressed Mr. Iwen's situation, and he talked on the telephone again with Mr. Iwen. <br />It was agreed that another meeting with Commissioners Sorum and Meyer and the county <br />engineer would not accomplish anything. <br /> <br />Mr. Klein said he has nothing further to add on the appeal of Mr. Iwen from the last meeting. <br />Mr. Wagner said it is the board's position that Mr. Iwen's situation is a water issue and is not <br />related to tax equalization. <br />MOTION, passed <br />Mr. Vanyo moved and Mr. Bennett seconded to adjourn the County Board <br />of Tax Equalization for 2003. Motion carried unanimously. <br /> <br />11. KINDRED COMMUNITY AND RURAL FIRE PROTECTION DISTRICT, Hearing and <br />annexation of City of Kindred to the fire district <br />A hearing was set for this date and time on the proposed annexation of the incorporated <br />area of the City of Kindred into the Kindred Community and Rural Fire Protection District. <br />Mr. Wagner opened the public hearing at this time. <br /> <br />Bruce A. Hendrickson was present representing the Kindred City Council, and they are in <br />favor of the proposed annexation. John Mangin, President of the Kindred Community and <br />Rural Fire Protection District, said they would be glad to have the City of Kindred as a <br />participant in their district. Mr. Wagner asked if anyone else was present for the annexation <br />hearing, and no one came forward at this time. <br /> <br />Mr. Wagner asked Michael Montplaisir, County Auditor, if Richland County should be <br />involved in this process since the district was formed following a joint meeting of the Cass <br />County and the Richland County Boards of Commissioners in 2001. Mr. Montplaisir said <br />the annexation hearing is being held by the Cass County Commission since the area being <br />annexed is wholly within Cass County and he felt this was appropriate. Mr. Wagner asked if <br />there were any other comments on annexation of the City of Kindred to the fire protection <br />district, and hearing none, declared the public hearing closed. <br />MOTION, passed <br />Mrs. Sorum moved and Mr. Meyer seconded to approve the annexation of <br />the City of Kindred to the Kindred Community and Rural Fire Protection <br />District. On roll call vote, the motion carried unanimously. <br /> <br />12. VECTOR CONTROL, Mosquito population update and strategies <br />Keith Berndt, County Engineer, said a large number of employees have been added to <br />Vector Control, allowing for more coverage out in the county. He said the Vector Control <br />Board is meeting weekly on Wednesdays at 9:00 AM at the Highway Department. <br /> <br />Kristi Biewer, Vector Control Director, brought a small jar of water containing a sample of <br />mosquitoes in the larva stage. She said the larval populations are, for the most part, being <br />controlled and that is the key to controlling mosquitoes. Additional funding from the county, <br />the City of Fargo and the Fargo Park District has allowed workers to increase surveillance <br />and go further out in the county. Mrs. Biewer said alternating chemical use for adulticiding <br />has reduced the mosquito population by about 80% with one treatment. Aerial spraying is <br />also a possibility, if it is necessary. <br />
