ROAD DEPARTMENT, House demolition for 40th Avenue South improvements <br />MOTION, passed <br />Mr. Vanyo moved and Mrs. Sorum seconded to authorize the County <br />Engineer to solicit bids and proceed with demolition of the county-owned <br />house on 40th Avenue South to allow for future replacement of the <br />Sheyenne River bridge, 40th Avenue improvements and other <br />infrastructure. On roll call vote, the motion carried unanimously. <br /> <br />9. CONTRACT APPROVAL, Mark Sand & Gravel; Airborne Custom Spraying; City of <br />Davenport <br />MOTION, passed <br />Mr. Vanyo moved and Mrs. Sorum seconded to approve the following <br />contracts submitted by respective department head, subject to state's <br />attorney approval, and authorize the chairman to sign: On roll call vote, <br />the motion carried unanimously. <br /> <br />Mark Sand & Gravel d/b/a Gutzmer Sand & Gravel--replaces contract signed <br />on May 19, 2003, with Valley Gravel, whose rights have been purchased by <br />Mark Sand & Gravel; <br />Airborne Custom Spraying--Vector Control contract for spraying mosquitoes in <br />rural subdivisions outside of the city limits of Fargo or West Fargo, to be <br />coordinated at the same time as spraying in those cities if a decision is made <br />to spray in Fargo or West Fargo; <br />City of Davenport--2003 Mosquito Control Agreement. <br /> <br />10. TAX EQUALIZATION BOARD, Reconvened for 2003 and adiourned <br />The 2003 Board of Tax Equalization reconvened, and the first order of business was the <br />Ruth Fossum appeal. Frank Klein, Director of Equalization, provided further information in a <br />letter to the board dated June 4, 2003, along with photographs of neighboring properties. <br />He also provided a copy of a letter from Ben Hushka, Fargo Assessor, in response to Ms. <br />Fossum's reference to a neighbor who received a reduction in their property value. In his <br />letter, Mr. Hushka indicated the initial appraisal was not based on a physical inspection of <br />the property. Once the property owner received notification of the proposed new value, the <br />assessor's office was contacted for an inspection and reappraisal, after which the value was <br />reduced to more accurately reflect a market value estimate. Mr. Hushka was present at <br />today's meeting. <br /> <br />Mr. Klein said he visited with Ms. Fossum and viewed the interior and exterior of her home. <br />He said she has not provided any information showing that the assessment exceeds market <br />value, and he recommends no change in the assessment. <br />MOTION, passed <br />Mr. Vanyo moved and Mr. Bennett seconded that no change be made to <br />the Fossum property, as assessed by the City of Fargo Assessor, as <br />equalized by the City of Fargo Board of Equalization, and as <br />recommended by the County Director of Equalization. On roll call vote, <br />the motion carried unanimously. <br /> <br />Mr. Klein said the next appeal was for the Enebo property in West Fargo. Wanda Wilcox, <br />West Fargo City Assessor, was present. Clark and Jeanette Enebo were also present. <br />Commissioners received letters from Mr. Klein and from the Enebo's. <br />
