<br />Commission Minutes--June 2,2003 2600 <br /> <br />MOTION, passed <br />Mr. Vanyo moved and Mr. Meyer seconded that the Director of <br />Equalization send any necessary notices of increase to individual <br />taxpayers, and that the county board of equalization be recessed until <br />June 16, 2003, at 3:30 PM. On roll call vote, the motion carried <br />unanimously. <br /> <br />12. SHERIFF'S DEPARTMENT, "Cops in School" Qrant not approved <br />Lieutenant Mike Argall, Cass County Sheriff's Department, indicated two schools in the <br />county, Buffalo and Cass Valley North, are interested in the Federal Cops in School <br />program. Information which the Sheriff's Department provided today indicates Cass County <br />would not assign the federally funded deputy to one school, but intends to work with a <br />minimum of these two school districts, which do not contract for deputy service in their <br />communities. Mr. Argall said the grant would provide $25,000 per year for three years, plus <br />a local match of $21,000 per year. In addition, Cass County must agree to keep the <br />position through one more budget cycle at the full cost of the position. The deadline for <br />applying for the grant is next Friday. <br /> <br />Mr. Meyer asked if it would be clear in the hiring process that the position may be eliminated <br />after funding ceases, and Mr. Argall said that is the criteria for filling grant positions. <br /> <br />The board talked about the matching funds for this $46,000 position, and Mr. Wagner said <br />the school districts who would benefit from the resource officer would seem a likely <br />candidate to help pay for this service, since others are doing that through contract policing. <br />Mr. Vanyo suggested the Sheriffs Department could contact the affected schools and if they <br />are willing to commit some dollars to the program, the commission may be inclined to move <br />forward this year. If not, he said this seems like a budget decision, and he would not be in a <br />position today to commit the county to this grant. Mr. Bennett was in agreement there <br />needs to be some local participation. He said the department could submit the grant <br />application and the award of grant money could be refused if there is not enough local <br />participation. <br />MOTION, passed <br />Mr. Bennett moved and Mr. Meyer seconded to not take advantage of the <br />Cops in School grant proposal at this time; and to have the Sheriff's <br />Department discuss school district participation in the program and <br />prepare a proposal for inclusion in the 2005 county budget, if there is <br />interest on their part. On roll call vote, the motion carried unanimously. <br /> <br />13. SHERIFF'S PROCEDURAL ISSUE, HirinQ policies to be followed <br />Sheriff Don Rudnick requested time on the commission agenda today to discuss his request <br />to promote Captain Glenn Elllingsberg to the rank of major with chief deputy status, with a <br />salary increase from $57,775.65 to $60,675.68; and to create a lieutenant's position in the <br />jail. <br /> <br />Mr. Wagner said he believes the proper venue for this discussion on re-grading a position is <br />with the Personnel Overview Committee, according to policies and procedures approved by <br />the county board. Also, he said adding a lieutenant's position in the jail is a budgetary item, <br />and it should be discussed in the 2004 budget considerations. He made arrangements for a <br />Personnel Overview Committee meeting at 1 :00 today, however, it was cancelled because <br />the Sheriff wanted to bring the issues to the commission meeting. <br />
