GUIDELINES FOR GRANT APPLICATION
NORTH DAKOTA HIGHWAY SAFETY PLAN

I. Problem statement:

There are a large number of speeding complaints in Cass County and a limited number of
deputies available to respond and enforce the speed limits currently in effect. Speeding is a
problem in the county, due to the fact that many motorists live out side the larger cities and have
long distances to travel daily, which creates roads with high speed and traffic volumes.

The Cass County Sheriff's Office currently uses a proactive approach with traffic
enforcement by sharing the use of a SMART radar machine with the Fargo Police, West Fargo
Police, North Dakota Highway Patrol and City of Fargo Engineers Office.

The problem is the rotation to use the machine is every 5 weeks, and we can only use it
for 1 week. This does not give the Sheriff's Office much use when you figure in the time and
distance we travel to the communities.

The number of citations issued by Cass County for speeding violations and motor vehicle
crashes written;

Speeding-

Cit~ions Wamings
2003-1,112 2003- 657
2002-4,153 2002- 1,441
2001-2,553 2001- N/A

Crashes-

2003- 72
2002- 240
2001- 250

II. Detailed description of proposed activity:

It is my understanding there may be grant money available to assist the Cass County
Sheriff's Office with the purchase of a SMART Radar for doing speed education from stationary
locations.

Our office would be using crash data that we have to increase regular patrol in the
problems areas and the SMART radar can be used in the communities to educate the drivers as to
the speed limits and also allow drivers a chance to check and see that their speedometer is
working properly.

The Sheriff's has received very positive comments from the citizens that live in
communities where the SMART radar has been used in the past.
