Commission Minutes--May 19, 2003 2593

-

Mr. Burdick reported on a three-day summit being held in Fargo this week by the North
Dakota Attorney General's Office on the growing methamphetamine drug problem.

Mr. Vanyo said Cass County's 2004 dues in the Fargo-Moorhead Metropolitan Council of
Governments will remain the same as this year.

Bonnie Johnson said the jail/sheriff's residence demolition project is going well. She has a
number of photographs on foam board in her office, taken during various phases of the
demolition of the two buildings. A window will be installed next week to permanently
enclose the second floor connecting link between the old jail and back of the courthouse.

A complaint from the public was made to Mrs. Johnson about having to walk through
cigarette smoke from employees taking a break at the front door of the courthouse. She
informed the couple there are more employees at the front door than usual because the
courthouse back doors are closed off due to the jail demolition. It was suggested that Cass
County Government implement a no-smoking policy on the campus, and Mrs. Johnson said
she would make the request known to the commission.

,...

Mr. Wagner reported on a letter the county auditor received from Travis Miller, of the North
American Versatile Hunting Association, Red River Valley Chapter, requesting permission to
use an alfalfa field in the southeast corner of the Brewer Lake complex for a spring test for
training puppies to track pheasants. The event would take place on June 7 and 8, 2003,
and Mr. Wagner asked for a consensus among commissioners to grant the request. There
were no objections. The letter indicates the organization has been in contact with Louis
Rieke, Brewer Lake caretaker.

Mr. Wagner said Chad Peterson, Chairman of the County Park Board. found an alternative
location that was suitable to the Health Department in order to get a septic permit at Brewer
Lake for a new restroom facility. It may require removing a couple of trees; however, the
first location was not suitable because it was too close to the lake.

17.
