<br />Commission Minutes--May 19, 2003 2592 <br /> <br />,- <br /> <br />Mr. Wagner said he asked the County Auditor to review the request. and Mr. Montplaisir <br />provided a letter dated May 15. 2003, because he could not attend today's meeting. In the <br />letter, Mr. Montplaisir provided some background and observations on this budget request. <br />He said the Vector Control District has a one mill levy limitation under State statutes, and <br />the current levy is .75 mills. The proposed budget adjustment would bring the 2003 vector <br />budget to just over $400.000.00. At the maximum mill levy of one mill, the vector district <br />could raise about $300,000.00 for the 2004 budget. If the board decides to increase efforts <br />to control mosquitoes this year, he said they will need to decide how to fund increased <br />efforts in future years also. He said there are some reserves within the vector control fund <br />that could be used to fund part of the budget adjustment. <br /> <br />Mr. Montplaisir believes the Cass County Home Rule Charter gives the county board <br />latitude to transfer money to vector control from either the county emergency fund or the <br />general fund. He recommended using up to $40,000.00 from the vector control fund and <br />transferring the remainder from the emergency fund for the 2003 budget adjustment. <br />MOTION, passed <br />Mr. Bennett moved and Mr. Vanyo seconded to authorize a budget <br />adjustment to the vector control budget in the amount of $139,000.00; <br />and also authorize the hiring of up to 10 additional seasonal employees. <br />On roll call vote, the motion carried unanimously. <br /> <br />,,- <br /> <br />14. INFORMATION SERVICES, BudQet adiustment for updatinQ web paQe <br />Bonnie Johnson referred to a letter from the County Auditor dated May 9, 2003, requesting <br />authorization to move salary funds to the consulting line item for the purpose of updating the <br />county's web page. The web site needs to be updated to provide information to the public <br />relating to vector and weed control, as well as road construction projects. <br /> <br />Kay Blakeway, from Cass County's Information Services Department and GIS Coordinator, <br />said the goal is to make the county home page more accessible and to remove excess <br />information. Hot topics will be added on the home page to get important information to the <br />public. She provided a scope of work from H2M of 518 NP Avenue, Fargo, for Cass County <br />website redesign. Mr. Vanyo asked about prioritization of the items in this project, and Ms. <br />Blakeway said Mr. Montplaisir is responsible for setting priorities. <br />MOTION, passed <br />Mr. Vanyo moved and Mr. Bennett seconded to adjust the Information <br />Services budget by moving $30,000 from salaries and benefits to the <br />consulting line item, as requested by the County Auditor. On roll call <br />vote, the motion carried unanimously. <br /> <br />15.
