The order of business will be to review the assessments of <br />the cities and townships and to hear any appeals. <br /> <br />I'm estimating that the taxable valuation will increase about 5% to about <br />$293 million. <br /> <br />Agricultural land has been decreased about 4% from last year due to a <br />change in the legislative formula for calculating agricultural land <br />assessments. <br /> <br />I'm recommending that the County Board of Equalization raise the <br />residential lot and structure values in numerous townships and cities <br />(attached). Our sales/ratio study for residential property in rural Cass <br />indicates that we are not in compliance with the 95%-105% tolerance <br />allowed by the State Board of Equalization. These changes will bring us <br />within an acceptable tolerance. <br /> <br />I'm also recommending that Cass County approve several inundated land <br />classifications (attached). <br /> <br />As of today, several taxpayers from a rural township have asked Cass <br />County to review the residential assessments for inequities within the <br />jurisdiction. We are currently reviewing the assessment and will most likely <br />need to make some individual increases in assessments. I'm also <br />recommending that the Board make individual increase changes in a smaller <br />city, rather than an across the board adjustment. I would suggest that we <br />notify those individuals and reconvene the Board of Equalization on June <br />16th .
