<br />Commission Minutes-August 11, 2005 2938 <br /> <br />MOTION, passed <br />Mr. Wagner moved and Mrs. Sorum seconded to approve the preliminary <br />budget for Debt Service Funds in the amount of $98,227 for 2006. On roll <br />call vote, the motion carried unanimously. <br /> <br />Internal service funds <br />Mr. Montplaisir said the county operates three internal service funds. <br />MOTION, passed <br />Mr. Pawluk moved and Mr. Wagner seconded to approve the preliminary <br />budgets for the Health Insurance Trust in the amount of $2,200,500; for <br />the Telephone Trust in the amount of $215,000; and for the Motor Pool <br />Service in the amount of $26,600, which does not include the cost of <br />vehicles. On roll call vote, the motion carried unanimously. <br /> <br />911 service fund <br />Mr. Montplaisir provided a summary of the 911 fund activity and budget. The 911 service <br />contract pays for the Red River Regional Dispatch Center's operational budget, which is <br />divided among Fargo, Moorhead, Cass and Clay Counties. A state-wide upgrade project for <br />the Enhanced 911 system will allow the 911 centers to locate a cellular telephone call within <br />a few feet of the caller, he said. <br />MOTION, passed <br />Mrs. Sorum moved and Mr. Wagner seconded to approve the 2006 <br />preliminary budget for the 911 Fund at $411,124. On roll call vote, the <br />motion carried unanimously. <br /> <br />Emergency fund <br />Mr. Montplaisir explained the use of the emergency fund and what is not appropriate use. <br />MOTION, passed <br />Mr. Bennett moved and Mrs. Sorum seconded to approve the 2006 <br />preliminary budget for the Emergency Fund at $50,000. On roll call vote, <br />the motion carried unanimously. <br /> <br />Document preservation fund and NDRIN fund <br />The document preservation fund is the result of fees collected in the County Recorder's <br />Office when documents are filed and is used to enhance and maintain permanent records in <br />the office. <br /> <br />The NDRIN (North Dakota Recorders Information Network) revenue funds are generated <br />from a portion of the document preservation fees that member counties pay and from <br />charges for services to clients who access their web site. Members of the NDRIN board are <br />the county recorders from each of the member counties, and this group elects an executive <br />board to oversee the operation of the electronic central repository and approves an annual <br />budget. Mr. Montplaisir said Cass County was the sponsor for a FEMA grant that facilitated <br />the microfilming of county recorder's records across the state and development of the <br />central repository in Fargo. <br />MOTION, passed <br />Mr. Wagner moved and Mr. Bennett seconded to approve the 2006 <br />preliminary budget for the Document Preservation Fund at $90,969. On <br />roll call vote, the motion carried unanimously. <br />
