Commission Minutes--August 15, 2005 2959

Mr. Burdick said the board could authorize the Knickerbocker Liquor Locker to close at 2:00
AM on September 3, 2005; and still pursue the ordinance route for the future. The county
should perhaps notify other bars in the county that are in this situation, he said, that this is
an interim step to passing a final ordinance.
MOTION, passed
Mr. Pawluk moved and Mr. Wagner seconded to approve a special permit
for extending the closing hour to 2:00 AM on the date of September 3,
2005, for the Knickerbocker Liquor Locker in Hickson to engage in the
retail sale of alcoholic beverages, on and off the premises, as allowed by
North Dakota State Law. On roll call vote, the motion carried
unanimously.
MOTION, passed
Mr. Wagner moved and Mrs. Sorum seconded to proceed with the
ordinance process setting forth the hours for the retail sale of alcoholic
beverages within Cass County, as submitted by the State's Attorney;
and to schedule second reading for September 19, 2005. On roll call
vote, the motion carried unanimously.

19. VOUCHERS, Approved
MOTION, passed
Mr. Wagner moved and Mr. Pawluk seconded to approve Voucher No.
199,772 through Voucher No. 200,178. On roll call vote, the motion
carried unanimously.

20. COUNTY COORDINATOR UPDATES; MEETING UPDATES; BUILDINGS AND
GROUNDS, Committee reports
Mrs. Johnson said the new employee orientation DVD showings that took place earlier
today in the commission room were well attended by employees and the commissioners.

Bid opening for the Cass County jail expansion project is scheduled for August 18th, at 2:00
PM, in the commission room; and Mrs. Johnson said there has been significant interest by
contractors.

Mrs. Johnson received a request on the voice mail system from GEM Electric Cars to use
the courthouse for a photo shoot on August 25th from 7:30 AM to Noon. The board
discussed how to respond to the request, and Mr. Burdick said it would depend upon what
activities they are planning and cautioned that their promotion should not have the
appearance that Cass County is endorsing a product. Mrs. Johnson will return the phone
call to obtain more details; and she would caution them to be mindful of people entering and
leaving the courthouse.

Mr. Pawluk reported on his meeting with the group concerning paving 32nd Avenue North in
Fargo past the Springvale Cemetery; and it appears Cass County's share of the project will
be about $30,000.

Mr. Montplaisir reminded board members of the budget hearings, which will continue this
Thursday and Friday, from 8: 15 AM to Noon, in the commission room.
