<br />Commission Minutes--April 21, 2003 2583 <br /> <br />After the second visit, one of the most important observations made is the jail appears to be <br />clean, quiet and orderly. A tour of the facility was completed and the report includes a <br />number of observations and additional recommendations made by the consultant. The <br />sheriff noted that jail supervisors agree unanimously there is not enough staff to cover all <br />posts on every shift. He said this issue will be reviewed and most likely be brought up at <br />budget time. The consultant recommended county officials look at alternative housing to <br />reduce the jail population, which has been between 200 and 230 recently. Sheriff Rudnick <br />said Center and Share House are currently being used as alternatives. <br /> <br />Mr. Wagner said he appreciates the work the sheriff has done with the daily administrative <br />operation of the jail and said this seems to have created a more stable atmosphere for <br />everyone. Mr. Vanyo asked about staffing issues and using 8-hour shifts as well as 12-hour <br />shifts. Sheriff Rudnick said currently six positions are on 8-hour shifts. <br /> <br />12. On roll call vote, the motion carried <br />unanimously. <br /> <br />13. ANNEX CARPET CLEANING; HEARING ON JAIUSHERIFF RESIDENCE INJUNCTION; <br />POSTAL MAILBOXES IN COURTHOUSE; RISK MANAGEMENT SEMINAR; ELECTION <br />REFORM, Committee reports <br />Mrs. Johnson said carpet cleaning will be done at the Annex in the next few weeks. <br /> <br />Mr. Wagner said commissioners attended a hearing of the State Historical Society, who <br />voted 7-2 in favor of demolishing the sheriff's residence. Mrs. Johnson said a hearing on <br />the injunction that stopped demolition of the old jail and sheriff's residence is scheduled for <br />tomorrow morning at 10:00 AM here at the courthouse. <br /> <br />Mrs. Johnson said the postal service stopped to pick up mail last Friday, which was Good <br />Friday and the courthouse was closed for the holiday. The boxes have to be accessible, <br />according to the post office. Mr. Wagner spoke with the postmaster and it appears the <br />mailboxes will be removed from the courthouse. She sent an email to department heads <br />asking for any concerns about their removal. She does not foresee any problems as the <br />mail pre-sort company that picks up outgoing county mail also takes personal mail. <br /> <br />Mrs. Johnson will be attending a Risk Management seminar on Friday. <br /> <br />Mr. Montplaisir attended a meeting in Colorado on election reform and what will be required <br />of counties. He plans to meet with cities in June or July to discuss the cost of election <br />reform as well as probable elimination and combining of precincts. He said to meet election <br />reform requirements, it will cost $10,000 per precinct. The entire state will receive $9 million <br />from the federal government and all counties across the state will have to look at <br />consolidating precincts to be able to cover costs. <br />
