PERMIT FOR SITE AUTHORIZATION, Approved for Veterans Inc. at Bronco Bar <br />MOTION, passed <br />Mr. Meyer moved and Mrs. Sorum seconded to grant a site authorization <br />permit to conduct games of chance under license issued by North <br />Dakota Attorney General's Office for the period of July 1, 2003, through <br />June 30, 2004 as follows: Veterans Incorporated at Bronco Bar. On roll <br />call vote, the motion carried unanimously. <br /> <br />10. EMERGENCY MANAGEMENT, Budget adiustment approved for multi-hazard <br />mitiaation planning and business continuity plannina <br />Emergency Manager Greg McDonald was present today to discuss the Pre-Disaster <br />Mitigation Grant for $17,000 provided by the North Dakota Division of Emergency <br />Management. This grant requires a 25% local match, which may be made up by in-kind <br />matching dollars. According to Mr. McDonald, the local match will be met with existing <br />emergency management budget dollars and the use of Cass County office space. <br /> <br />The projects funded by this grant will provide for contracted temporary employees to <br />complete required planning initiatives related to the Multi-Hazard Mitigation Plan (MHMP) <br />and a new business continuity project. If the county does not have a plan approved by <br />November 1 st, funding would be at stake. The MHMP requires a significant change to its <br />current format that will require one person's dedicated effort to research hazards, complete <br />a new vulnerability assessment, coordinate the required multi-jurisdictional involvement and <br />new mapping to coincide with identified hazards. The business continuity project will <br />address emergency planning needs for area businesses. According to Mr. McDonald, a <br />need is there as numerous businesses have contacted him for assistance in planning for <br />emergencies. <br />MOTION, passed <br />Mrs. Sorum moved and Mr. Bennett seconded to authorize the receipt of a Pre- <br />Disaster Mitigation Grant Award from the North Dakota Division of Emergency <br />Management which provides funding to the Cass County Emergency <br />Management's Office and authorize the following budget adjustments: <br />increase revenue 101-3503-331-55-03 by $17,000.00 and increase expense for <br />temporary contractual expenditure by $17,000.00. Discussion: County <br />Coordinator Bonnie Johnson said the employment positions will be filled on a <br />temporary basis and the plan is to move forward with hiring as quickly as <br />possible. Mr. Wagner thanked Mr. McDonald for all his efforts. On roll call <br />vote, the motion carried unanimously. <br /> <br />11. JAIL POST -OCCUPANCY MONITORING REPORT <br />Sheriff Don Rudnick was present and reviewed the Jail Post-Occupancy Monitoring report <br />with commissioners. The report was prepared after a visit by Consultant Jim Rowenhorst <br />this past February. Mr. Rowenhorst and Mr. Gary Bowker were requested by the County <br />Commission to make an immediate post-occupancy visit and did so in October, 2002. The <br />initial report outlined ten recommendations. <br /> <br />The purpose of the second visit was to determine if the recommendations were <br />implemented. The consultants returned for a visit on February 4-6, 2003. The <br />recommendations from the first visit, according to Sheriff Rudnick, have been met. The <br />sheriff has taken on the administrative day-to-day duties at the jail and he said weekly <br />meetings are held with shift supervisors to work on operational problems. <br />
