Also, it is difficult to see all cell fronts and the entire <br />dayroom from the officer's workstation. View is <br />obstructed by staircases and by inmates standing in <br />front of the workstation trying to talk to the officer or <br />watching television. Some of the obstructing by inmates <br />may well be deliberate so the officer cannot see what is <br />going on somewhere else in the pod. They may also be <br />deliberately luring the officer away from the workstation <br />so inmates can have unauthorized access to information <br />and items at the workstation. <br /> <br />Immediate remedial actions can include using CCTV__in, <br />Master Control to monitor the workstation when the <br />officer does cell checks, etc. Offenses can be recorded <br />and punished. The "out-of-bounds" area around, and <br />especially to the sides and behind the workstation, can <br />be increased to make the workstation less accessible to <br />inmates. Loitering in front of the workstation, whether or <br />not the inmates are watching TV, can be restricted. <br />Inmates watching TV at that location can be required to <br />be seated thus allowing better visibility from the <br />workstation. <br /> <br /> There is also more under counter storage needed at the <br /> workstation. This need should be addressed during any <br /> redesign of the workstation. <br /> <br />Observations Per Discussions with Staff <br />· All staff said consistency between shifts and between <br /> officers was much better and still improving. Thus, <br /> confrontations with inmates, because of the <br /> inconsistencies, are fewer. One jail officer working on <br /> post said they "have worked out a lot of inconsistencies" <br /> but still have more to address. He indicated some of the <br /> inconsistencies are between shift supervisors. <br /> <br />Supervision and discipline of inmates is becoming more <br />effective. There are far fewer inmate behavior problems <br />in the new jail than in the old jail.
