Also, it is difficult to see all cell fronts and the entire
dayroom from the officer's workstation. View is
obstructed by staircases and by inmates standing in
front of the workstation trying to talk to the officer or
watching television. Some of the obstructing by inmates
may well be deliberate so the officer cannot see what is
going on somewhere else in the pod. They may also be
deliberately luring the officer away from the workstation
so inmates can have unauthorized access to information
and items at the workstation.

Immediate remedial actions can include using CCTV__in,
Master Control to monitor the workstation when the
officer does cell checks, etc. Offenses can be recorded
and punished. The "out-of-bounds" area around, and
especially to the sides and behind the workstation, can
be increased to make the workstation less accessible to
inmates. Loitering in front of the workstation, whether or
not the inmates are watching TV, can be restricted.
Inmates watching TV at that location can be required to
be seated thus allowing better visibility from the
workstation.

There is also more under counter storage needed at the
workstation. This need should be addressed during any
redesign of the workstation.

Observations Per Discussions with Staff
· All staff said consistency between shifts and between
officers was much better and still improving. Thus,
confrontations with inmates, because of the
inconsistencies, are fewer. One jail officer working on
post said they "have worked out a lot of inconsistencies"
but still have more to address. He indicated some of the
inconsistencies are between shift supervisors.

Supervision and discipline of inmates is becoming more
effective. There are far fewer inmate behavior problems
in the new jail than in the old jail. Supervisors noted that
graffiti, vandalism, inmate-inmate assault, and staff-

8
