Therefore, the cost of <br />training must be reflected in the annual budget. <br /> <br />As part of annual in-service training, Shift Supervisors <br />should be scheduled for trips to other jail facilities to <br />broaden their knowledge of effective jail operations. As <br />previously noted, one supervisor said trips to other <br />facilities would be more effective now because, "we <br />know what questions to ask." These trips should be <br />included in the annual training plan and structured such <br />that they can be defended as legitimate trainin~g.. <br /> <br />No personal reading materials, computer games, or <br />internet access should be allowed at the housing I~0~1 <br />workstations. Also, the jail computer system should not <br />be used for personal e-mail. <br /> <br />Although staff may be getting their work done, the <br />reading of books/newspapers/magazines, playing of <br />computer games, and surfing the net at the staff <br />workstation is perceived by inmates, other staff, and the <br />public as wasting time or "goofing off" and is not seen <br />as professional conduct. <br /> <br />Cass County officials should begin looking at alternatives <br />to incarceration as a means of reducing the jail <br />population. A list of possible alternatives is attached. <br />Additional information on each alternative can be <br />obtained from the NIC ]:nformation Center. <br /> <br />Consultant services are available to assist Cass County <br />in collecting appropriate inmate and criminal justice <br />system data for the purpose of identifying possible <br />alternatives to incarceration. Services would also include <br />developing descriptions of alternatives specifically for <br />implementation in Cass County and an estimate of <br />impact on the jail population. <br /> <br />Cass County officials should begin the total system <br />planning process to establish the long term need for jail <br />space in Cass County. The total system planning process <br />recognizes that the size of the jail population is related <br /> <br />15 <br /> <br /> <br />
