in the reduction of inconsistencies between shifts and <br />individual staff. <br /> <br />The Sheriff recognizes the importance of updating jail <br />management tools -- master facility schedule, policies <br />and procedures, post orders, and the inmate handbook. <br />The updating of the inmate handbook was undertaken <br />first because inconsistencies between the handbook and <br />actual operations caused conflicts with the inmates. The <br />handbook has been finished and work is under, way on <br />the policies and procedures manual. <br /> <br />Staff must be retrained on each updated manage .m_.ent <br />tool. For example, staff must receive training on the <br />changes made to the inmate handbook and later on the <br />changes to the policies and procedures. The training can <br />take several forms -- reading the revised material, <br />classroom lecture, explanation on post by the <br />Supervisor, etc. The key is that the staff is fully informed <br />of the changes and that the changes are applied <br />consistently. <br /> <br />Henceforth, the policies and procedures for maintaining <br />and revising the management tools should be followed. <br />They describe the procedure to follow to update the <br />tools each time a change is needed. At a minimum, the <br />management tools must be reviewed and updated once <br />per year. Because changes can have budget <br />implications, the annual review usually precedes the <br />annual budget process. <br /> <br />It is unanimous among the jail supervisors that there is <br />not enough staff to adequately cover all of the posts on <br />every shift. This may or may not be an accurate <br />perception. First, the original staffing was constructed <br />around 8-hour shifts to best coincide with workload. <br />However, because the Supervisors believed going from <br />12 to 8-hour shifts would have a significant negative <br />impact on staff morale, they continued using equally <br />staffed 12-hour shifts. This has no affect on a post that <br />is staffed 12 or 24 hours per day. However, it results in <br />too many or too few staff on posts that require 8 or 16- <br /> <br /> <br />
