MINIMUM CONTROL MEASURE 2 - PUBLIC INVOLVEMENT AND <br /> PARTICIPATION <br /> <br />II. <br /> <br />III. <br /> <br />Target Audience <br /> <br />Activities planned under the Public Involvement and Participation portion of the Storm <br />Water Pollution Prevention Program (SWPPP) for Cass County will be directed toward <br />citizens of all age groups. <br /> <br />Goals <br /> <br />The SWPPP activities implemented under Minimum Control Measure (MCM) 2 will <br />focus on increasing public involvement and participation in reducing the adverse effects <br />of storm water runoff and its potential to affect the water quality of the Red River by <br />Cass County's separate storm water conveyance system. The Cass County Engineer's <br />Office will use the services and educational information developed by, or in close <br />cooperation with, the city of Fargo. These services and educational information will be <br />made available to the citizens to promote practices conducive to the reduction of <br />pollution that results from storm water runoff. Activities that will reduce or eliminate the <br />impacts of storm water discharges on the Red River will be developed and implemented <br />within the permit term to increase the general level of involvement in the SWPPP. <br /> <br />Best Management Practices <br /> <br />Develop a Volunteer Adopt-A-Highway Proeram <br />The Cass County Engineer's Office will develop a volunteer Adopt-A-Highway <br />program as a public outreach tool and will allow participation from any group or <br />organization within the county or watershed region. The participants will "adopt" <br />a designated segment of County Highway 81, 31, or 20, where they will maintain <br />the storm conveyance system along the roadway and monitor any changes. <br /> <br />Measurable Goals: <br />$ Track the number of participants in Adopt-A-Highway programs. <br />$ Record the quantity of trash and debris removed by Adopt-A-Highway <br /> volunteers. <br /> <br />Responsible Department: <br />Cass County Engineer's Office <br /> <br />Develop a County Information Line <br />The Cass County Engineer's Office will investigate and develop a county <br />information line to provide a means for concerned citizens and agencies to contact <br />the appropriate authority with specific storm water runoff questions and discharge <br />concems. <br /> <br />6 <br /> <br /> <br />
