13. Lost program spaces that were between the Courthouse and new west addition <br /> would require the new addition be expanded to accommodate the additional square <br /> footage. <br />14. The window in the west side of the courthouse and north and south additions may <br /> need to have expensive rated glass installed or the windows completely removed to <br /> meet code requirements based upon required building separation requirements at the <br /> time of final design. <br />15. The connecting link location proposed by the Historical Society appears to pass <br /> directly through the holding area on the second floor. This won't work with the <br /> vertical movement of prisoners to the courtrooms above for criminal cases. <br /> Rerouting of the link would require addition square footage to be added to the <br /> building. <br />16. Future needs have not been discussed in detail but as Cass County grows and those <br /> needs are identified and future facility growth needs to take place, limitations are <br /> placed on size and location of those responding to those needs through future <br /> expansion. <br />17. It is our opinion that Cass County could spend an additions $500 - 750,000.00 to <br /> protect and restore the sheriff's residence and courthouse during construction of a <br /> new building with the suggested close proximities. Location of temporary services <br /> between the demolition and new construction would need to be moved as the <br /> excavation along the courthouse would prohibit their relocation to the west side as <br /> well as any future use of the tunnels for this temporary service. <br /> <br />The real financial impact of leaving the sheriff's residence can't be nailed down until the <br />required design modifications are made to the plan that makes all the adjacencies work per <br />the program, and until it is determined to what extent the remodeling or reuse of the <br />sheriff's residence is intended to be and the extent of upgrading of the utilities that serve it <br />are. We are confident in stating that there will be additional associated costs with <br />incorporating the sheriff's residence into any change to the Courthouse campus whether it is <br />proposed to be attached or remote from any future additions or expansion of existing <br />facilities and as stated earlier, $500 - 750,000.00 may not be out of the question. <br /> <br />Rick <br /> <br /> <br />
