This letter serves to support that
effort and offer the assistance of the board.
The mission of the North Dakota Board of Nursing is to assure North Dakota
citizens quality nursing care through the regulation of standards for nursing education,
licensure and practice. The attached table discriminates the differences between the
Medication Assistant I and II. .
In an effort to be concise the following excerpts from NDAC Title 54 are
provided. The Nurse Practices Act and the full chapter on medication administration are
available upon request.
· "Unlicensed assistive person" to mean an assistant to the nurse who
reeardless of title is authorized by the board to perform nursing
interventions delegated and supervised by a licensed nurse.

· It is the responsibility of the licensed nurse delegating the intervention to
determine that the unlicensed assistive person is able to safely perform the
nursing intervention.

· The statement of intent states unlicensed assistive persons who have
completed a prescribed training program in medication administration "may
perform the intervention of giving or applying routine, regularly scheduled
medications to the client".

o Routine, regularly scheduled medications means the components of
an identified medication regimen for an individual or groups of
individuals with stable conditions which are administered on a
routine basis and do not require determination of need, drug
calculation, or dosage conversion. The licensed nurse must be
available to monitor the client's progress and effectiveness ofthe
prescribed medication regimen.

o "Stable" means a situation where the client's clinical and
behavioral status and nursing care needs are determined by the
registered nurse or licensed practitioner to be predictable,
nonfluctuating, and consistent or in which the fluctuations are
expected and the interventions are planned.

Tbe mission of ihe North Dakota Board oi Nursing is to assure t..Jorth Diikota ~itizens quality nursing ::an: tb......"ugh the regulation of
standards for nursinl! education. licensure and oractice.
