Under the Law, a number of requirements related to <br />storm water management are imposed on local governments. It has been unclear exactly what Cass County's <br />requirements would be under the program. The North Dakota Department of Health has recently published (January 15, <br />2003) the final permit requirements. <br /> <br />While the majority of the requirements will fall on City Governments, Cass County is not exempt. There are a number of <br />permit requirements the County Government will have to meet in order to be in compliance with the law including <br />submission of a plan outlining our "Storm Water Pollution Prevention Program". The plan and a number of other <br />requirements have to be met by March 10, 2003. <br /> <br />In order to assist in administration of this program as well as assist us in a wide variety of other environmental areas, I'm <br />recommending that Cass County Government become a member of the Red River Water Management Consortium. The <br />other Large municipalities and County in the Red River Valley affected by the Phase II requirements have become <br />members. The membership cost is $5,000 per year. In addition to assisting us in keeping in compliance with <br />environmental laws, I think the affiliation with the Energy and Environmental Research Center will save the County more <br />than the $5,000 annual membership cost in consulting fees. The 5,000 can be funded with consulting fee funds in the <br />budget. <br /> <br />I plan to place a contract on the February 3 consent agenda to join the Consortium.
