<br />Commission Minutes-January 21, 2003 2549 <br /> <br />9. AUDITOR'S OFFICE, Purchase order for election eQuipment <br />_ MOTION, passed <br />Mr. Meyer moved and Mrs. Sorum seconded to authorize the chairman to <br />sign a purchase order with Election Systems and Software, Inc. for <br />election equipment in the amount of $109,450.00 for 22 M100 Optical <br />Scan Tabulators. On roll call vote, the motion carried unanimously. <br /> <br />10. SUNDAY ALCOHOLIC BEVERAGE PERMIT, Approved for Club 94 on January 26th <br />MOTION, passed <br />Mr. Meyer moved and Mrs. Sorum seconded to approve a Sunday <br />alcoholic beverage permit for the Club 94 at their establishment near <br />Casselton, North Dakota, on the date of January 26, 2003, for Super Bowl <br />Sunday, according to a letter from Brenda Hocking. On roll call vote, the <br />motion carried unanimously. <br /> <br />11. BUDGET FUNDS FOR 2003, Authorize auditor to release funds to outside aaencies <br />MOTION, passed <br />Mr. Meyer moved and Mrs. Sorum seconded to authorize Michael <br />Montplaisir, County Auditor to release 2003 approved funds for payment <br />to outside agencies, according to his letter of January 9, 2003. On roll <br />call vote, the motion carried unanimously. <br /> <br />12. PERMIT FOR RAFFLE, Approved for St. Peter's Lutheran Church ELCA <br />,.... MOTION, passed <br />Mr. Meyer moved and Mrs. Sorum seconded to approve a raffle permit for <br />St. Peter's Lutheran Church ELCA to be held February 23, 2003, at St. <br />Peter's Lutheran Church, Leonard, North Dakota. On roll call vote, the <br />motion carried unanimously. <br /> <br />13. JAIL UPDATE, Review report from Kimme & Associates <br />Rick Hoganson, Foss Associates, was p resent to reviewal etter from Dennis A. Kimme, <br />President of Kimme & Associates, Inc. dated December 16, 2002. Mr. Kimme's letter was in <br />response to the Post Occupancy Monitoring Report prepared by Jim Rowenhorst and Gary <br />Bowker following the inmate vandalism incidents when the facility first opened. <br /> <br />Metal shelves installed in the cells used for inmates in disciplinary detention were <br />immediately removed after being used in the vandalism incidents to break security glass in <br />the doors. Mr. Kimme's letter stated that removal of the security glazing in the door and <br />installing a perforated metal plate would not be recommended unless increased staff <br />exposure to various projectiles is a lesser concern than glass damage. Officers looking into <br />the cells are vulnerable to having things thrown in their face, including spitting and being <br />poked in the eye. <br /> <br />,.... <br /> <br />Mr. Hoganson said it is Dennis Kimme's opinion that the Cass County Jail was designed <br />properly and could be considered a "hardened" facility for county inmates. It was not, <br />however, designed to house more difficult ones, such as federal prisoners. Concerning the <br />security glass that seems to have failed because of possible manufacturing deficiencies, Mr. <br />Hoganson said Mr. Kimme is attempting to make arrangements for the manufacturer to visit <br />the site and view the damage. Mr. Hoganson said the question of why the chemically- <br />strengthened glass failed needs to be resolved. <br />
