o <br /> <br />The removal of the security glazing in the door in deference to a perforated metal <br />plate would not be recommended unless increased staff exposure to various <br />projectiles is a lesser concern than glass damage. The reason we did not have <br />perforated metal in these cells is that the officer looking into the cell is vulnerable <br />to thrown urine, feces, and other liquids. And, as we've heard, inmates have <br />already thrown feces through the food pass in the door thus validating our <br />concern. Additionally, the officer is vulnerable to spit and being poked in the eye <br />through the perforation when he/she necessarily approaches it closely to see into <br />the cell. Lastly, the perforated door contributes to a noisier environment since all <br />sounds from the cell are immediately transmitted through the perforations to other <br />cells and the dayroom. <br /> <br />o <br /> <br />With the exception of the glass that seems to have failed under "soft" assault <br />because of what we perceive to be manufacturing deficiencies (refer to the test <br />report previously sent) the glass has basically performed as intended. That is, it <br />precluded escape when under assault with a sharp, heavy weapon (the shelf). <br />Therefore, the prime motivation for changing the glazing detail in the door would <br />seem to be county and staff discomfort with the material superceding previous <br />desires for a more open, remote view of the cells provided by the door as <br />designed. <br /> <br /> I hope this information is useful in your deliberations with reference to recommendation <br />number 6.
