K&A <br /> <br /> KIMME & Associates, Inc. <br />Criminal Justice Planners & Designers <br /> <br />December 16, 2002 <br /> <br />RECEIVED <br /> <br />Ms. Bonnie Johnson <br />Cass County Coordinator <br />Cass County Courthouse <br />211 Ninth Street South <br />Fargo, ND 58108 <br /> <br /> DEC 19 2002 <br />CASS L;UtJI~ ~ I' UVMMI,.'.'.'~ION <br /> <br />RE: Post Occupancy Monitoring Report. <br /> <br />Dear Bonnie: <br /> <br /> I have had the opportunity to review the post-occupancy monitoring report prepared by <br />Jim Rowenhorst with Gary Bowker's assistance. <br /> <br />In the report recommendation number 6 says the following: <br /> <br />The cells that will be used for destructive inmates (disciplinary detention) <br />should be modified immediately. The consultants recommend that the <br />stainless steel shelf units be immediately removed. The consultants also <br />recommend that one or even all of the cells in disciplinary detention be further <br />"hardened" by removing the table and mirror and possibly replacing the glass <br />window in the door with perforated metal or a 5" vertical window that is not as <br />susceptible to damage. The dayroom should also be closely checked for fixtures <br />that will be susceptible to vandalism and, if possible, remove those fixtures. <br /> <br /> We would offer the following observations about recommendation #6 for the county's <br />consideration: <br /> <br />If the county feels like the cells need to be further "hardened" by removing the <br />table and mirror that is clearly up to the county. In that these are detention grade <br />products we feel they are already sufficiently "hard". <br /> <br />Although some mirrors sustained damaged when assaulted with the shelf units to <br />our knowledge none of them was removed. The mirror is a piece of equipment <br />that is far less likely to be removed by an inmate to be used as a weapon against <br />the physical plant, other inmates, or staff than was the shelf with its separately <br />welded and cantilevered elements. If the shelf units are removed from the cells <br />they would seem even less vulnerable to damage or removal. <br /> <br />To our knowledge while the inmates successfully assaulted the shelves they did <br />not successfully assault the desks. We do not know if they tried but if they did <br />and no damage resulted it would seem to prove the sturdiness, or "hardness," of <br />the detail. Removing them would be considerably more difficult and costly than <br />the shelves assuming that they were all installed correctly by the contractor. <br /> <br />510 S.
