6 <br />projects illustrating three (3) projects which had reached substantial completion. They have submitted <br />proposals on thirteen (13) of fourteen (14) shortlisted projects in the past five (5) years. RRVA’s <br />Equity Members demonstrated experience with a diverse range of financing products in their reference projects. RRVA’s team members include Acciona, Shikun & Binui, InfraRed, North American, Hatch, <br />COWI, Wenck, and Amec Foster Wheeler. <br /> <br />6. Red River Valley Partners (RRVP): RRVP identified many of the personnel who will be <br />involved with the Project and discussed the workflow amongst the personnel as the Project progresses. Although the individual personnel had less prior experience working together, their corporate entities <br />have experience working together. RRVP’s Key Personnel have strong experience in their positions <br />for the Project. Additionally, RRVP’s personnel have experience with heavy civil works projects of <br />comparable size to the Project, have engineering experience for flood control projects, and have <br />completed projects in the northern climate. RRVP’s personnel also demonstrated experience with long, open channel conveyances, road and railway bridges, and HEC-RAS, and a strong local <br />knowledge of the Project. RRVP has an average EMR safety rating. Additionally, RRVP identified <br />many of the material risks of the Project and applied experience and local knowledge to mitigate those <br />risks. RRVP’s Equity Members have engaged demonstrated experience with a diverse range of <br />financing products in their reference projects. They have also achieved substantial completion on two (2) of their six (6) reference projects, with a third almost complete. RRVP’s team members include <br />Plenary Group, Fluor, Barnard Companies, Ames Construction, Parsons Brinckerhoff, Barr <br />Engineering, and KLJ. <br /> <br />VII. Short List <br />Based upon the explanations provided and the attached scores, the Evaluation Team <br />recommends the following four (4) Respondents be short-listed by the Authority: <br /> <br />1. Lake Agassiz Partners <br />2. Red River Partners <br />3. Red River Valley Alliance <br />4. Red River Valley Partners
