5 <br />reference projects. RRA’s team members include Macquarie, Lane, Granite, Mortenson, Michael <br />Baker International, Arcadis, and Terracon. <br /> 3. Red River Infrastructure Solutions (RRIS): RRIS provided a fair amount of detail on its <br />organizational structure but with less clarity around personnel. Only two Key Personnel were listed, <br />one of whom seems relatively new to his position but, that said, they have strong past experience, and <br />their team has strong past experience working together. RRIS has engaged in notable national and <br />local projects, including in Breckenridge and Roseau and has experience with heavy civil works and road bridges. RRIS, however, has limited flood work experience, limited open channel conveyance <br />experience, and limited railroad bridge experience. RRIS also conveyed average experience with <br />HEC-RAS and has a high average safety EMR rating. RRIS exhibited a general knowledge of the <br />Project and of Project risks but lacked an understanding of specifics. RRIS’s Equity Members have <br />partaken in complex projects, have experience with TIFIA and private activity bonds, and provided six (6) projects with availability payment structures. RRIS’s Equity Members have also completed three <br />(3), almost (4) projects and have been short-listed a high number of times, but they have failed to <br />submit proposals on two (2) occasions after being short-listed. Explanations were provided for <br />instances where no proposal was submitted. RRIS’s Equity Members demonstrated experience with a <br />diverse range of financing products in their reference projects. RRIS’s team members include ACS, Hochtief, AECON, Star America, Dragados USA, Flatiron, Stantec, Tetra Tech, and SEH. <br /> <br />4. Red River Partners (RRP): RRP identified many personnel who will be working on the Project <br />throughout its various stages, many of whom have worked together on a number of prior projects, and <br />their Key Personnel have many years of experience. RRP team members have experience with projects comparable to the size of the Project but lack experience with flood control projects. They <br />have extensive experience with earthmoving and road and railway bridge projects and have completed <br />recent projects in the northern climate. RRP, however, demonstrated limited experience with open <br />channel conveyance and large water projects. Nonetheless, RRP has completed projects in Grand <br />Forks, Oakport, Roseau, and Fargo and has strong HEC-RAS experience. They also have a strong safety EMR rating. Additionally, RRP identified many key issues of the Project and applied their <br />experience to propose mitigation efforts. RRP’s Equity Members have participated in complex and <br />high value projects, with all six (6) reference projects provided having a comparable availability <br />payment structure. Of the six (6) reference projects RRP’s Equity Members provided, four (4) had <br />achieved substantial completion with a fifth almost complete. RRP’s Equity Members demonstrated experience with a diverse range of financing products in their reference projects. RRP’s team <br />members include Graham, Parsons, Alberici, BBGI, Shannon & Wilson, NTI, Ayres, Gladen, Zavoral, <br />and Strata. <br /> <br />5. Red River Valley Alliance (RRVA): RRVA outlined an organizational structure for Project positions, but the outline lacked detail regarding interfacing and coordination between the personnel. <br />Additionally, the personnel listed by RRVA had limited project experience working together. RRVA’s <br />Key Personnel seemed to have strong experience but their roles in previous projects were unclear. <br />RRVA’s team members have experience with projects of comparable size to the Project, have <br />completed projects in the northern climate, and were involved in the design of the Winnipeg diversion project. Additionally, RRVA outlined design innovations it has utilized on prior projects. RRVA also <br />has experience with heavy civil earthwork, open channel conveyances, and road and railway bridges. <br />RRVA, however, failed to provide specifics about their HEC-RAS experience and has an average <br />EMR safety rating. RRVA exhibited an adequate understanding of the Project and identified key risks, <br />although provided limited mitigation for those risks. RRVA’s Equity Members provided reference
