METRO FLOOD DIVERSION PROJECT <br /> <br /> <br />Technical Staff Recommendation Meeting Date: 12/8/2015 <br />RECOMMENDATION FOR ACTION: <br />The Technical Staff have reviewed and recommends approval of the following Action(s). <br />SUMMARY OF CONTRACTING ACTION: <br />The Owner’s Representative has reviewed and recommends the following Action(s): <br />List description of Action(s): <br />Buffalo Red River Watershed District – Retention Funding <br />Phase 1 Submittal – Upper South Branch Water Resource <br />Management Project 74,022 <br /> <br /> <br />BACKGROUND: <br />Enclosed is a copy of the Buffalo Red River Watershed District’s (BRRWD’s) proposal for Phase 1 funding for the <br />above referenced Project. This is a grant request for a portion of the Metro Flood Diversion Authority’s (MFDA’s) <br />$25,000,000 commitment to fund upstream retention projects. <br />The BRRWD estimated an 8-day volume reduction of 3,701 acre-feet at the Halstad gage and 0 acre-feet at the <br />Fargo gage for the Project. The Project’s estimated cost is $21,100,000 and the BRRWD proposes to request a <br />total grant from the DA of $1,480,440 (approximately 7% of the estimated Project cost), of which five percent, or <br />$74,022 is the Phase I funding request. <br />DISCUSSION: <br />Houston Moore Group, Inc. (HMG) conducted a technical review of the above mentioned Project proposal against <br />the criteria in the Metro Flood Diversion Authority’s Detention Funding Policy Manual. HMG determined the <br />proposal meets the criteria of the Funding Policy Manual and is eligible for MFDA Phase I Detention Funding. The <br />HMG review is summarized in the attached memorandum. <br />The MFDA’s Technical Staff have reviewed the funding request and cost share calculations, and recommends <br />granting the requested Phase 1 amount of $74,022. Table 1 shows budget to date information for upstream <br />retention projects. <br />As of this recommendation, the total anticipated volume reduction is 13,661 and 4,686 acre-feet at the USGS <br />Halstad and Fargo gages, respectively. The total proposed and/or approved Phase 1 funding is $367,000.
