FINAL – FMDA Detention Funding <br />Policy <br /> 1 <br />INTRODUCTION <br />Distributed upstream retention is established by the Red River Basin Commission’s Long Term Flood Solutions Report <br />(RRBC LTFS) as one component of the overall strategy to provide flood protection for the Red River Basin. The RRBC <br />completed the Halstad Upstream Retention (HUR) Study to analyze regional impacts of locally identified <br />impoundment locations on the Red River mainstem above Halstad, MN. <br />Since completion of the HUR Study, the Fargo‐Moorhead Diversion Authority (FMDA) has allocated a total $24.5 <br />million to further incentivize development and implementation of impoundments located in the Red River Basin <br />above Halstad, MN. This document establishes the criteria and procedure for determining funding eligibility for <br />FMDA funds. <br /> <br />SECTION I – General Criteria <br />Below lists general criteria to qualify for FMDA funds. Proposed impoundments must meet all of listed items to meet <br />eligibility for FMDA funding: <br /> Qualifying impoundments must detain flood waters within the Red River Basin above USGS Gage 05064500 <br />(Red River of the North at Halstad, MN). <br /> Qualifying Project Sponsors include: <br />o Watershed Districts (Minnesota) <br />o County Water Resource Districts (North Dakota) <br />o Joint Powers Authorities which include membership from Watershed Districts and/or Water <br />Resource Districts <br /> The proposed impoundment site must be identified prior to submission. <br /> Proposed Impoundments must provide a minimum of 1,000 acre‐feet of combined gated storage and un‐ <br />gated storage during the HUR Study Standardized Melt Progression Event. <br />A summary of FMDA Funding Eligibility and Process is provided on the next page, as well as discussed in greater <br />detail in the following sections. <br />
