<br />Commission Minutes--July 18, 2005 2929 <br /> <br />Mr. Bennett said the commission needs to consider the Attorney General's opinion on this <br />issue. He said after working in the school system for many years, he saw secretarial staff <br />dispensing medications which became complicated. He feels that professionals need to be <br />in charge of distributing medication. <br /> <br />This item was tabled until further information is provided and will be scheduled on the next <br />meeting agenda set for August 1, 2005. <br /> <br />10. RESOLUTION #2005-14, Local Governance Advisory Study Committee <br />Mr. Vanyo said this item was discussed at the last meeting and five citizens have agreed to <br />serve on the committee. A resolution has been prepared; however, he suggested the date <br />for committee recommendations be extended to allow for additional meetings to be held in <br />December, if needed. Mrs. Johnson said state law does not require a specific ending date <br />and does not see a problem with changing the date. <br />MOTION, passed <br />Mr. Wagner moved and Mr. Bennett seconded to change the date for <br />committee recommendations to be received from December 1, 2005, to <br />January 1, 2006. On roll call vote, the motion carried unanimously. <br /> <br />MOTION, passed <br />Mr. Wagner moved and Mrs. Sorum seconded to authorize the chairman <br />and the county auditor to sign the following resolution appointing a local <br />governance advisory study committee and request Cass County Auditor <br />Michael Montplaisir to call the first meeting. On roll call vote, the motion <br />carried unanimously. <br /> <br />RESOLUTION #2005-14 <br /> <br />Whereas, It has been more than five years since the last citizen study of Cass County <br />Government; and <br /> <br />Whereas, North Dakota Century Code Chapter 40-01.1 requires that city and county <br />governments periodically review governmental structure and cooperation <br />between governmental agencies; and <br /> <br />Whereas, The State of North Dakota has passed "tool chest" legislation in Chapter 11- <br />10.2 of the North Dakota Century Code; and <br /> <br />Whereas, A Home Rule Charter was adopted by Cass County voters in November, <br />1994; and <br /> <br />Whereas, Information technology and e-government are on the forefront of the changing <br />economy, both in the private and governmental sectors. <br /> <br />NOW, THEREFORE, BE IT RESOLVED, That a local advisory study committee be <br />commissioned to review the options available to county government, taking into <br />consideration the "tool chest" legislation and the home rule charter. <br />
