G. The cells that will be used for destructive inmates (disciplinary <br /> detention) should be modified immediately. The consultants <br /> recommend that the stainless steel shelf units be immediately <br /> removed. The consultants also recommend that one or even all of the <br /> cells in disciphnary detention be further "hardened" by removing the <br /> table and mirror and possibly replacing the glass window in the door <br /> with perforated metal or a 5" vertical window that is not Es susceptible <br /> to damage. The dayroom should also be closely checked for fixtures <br /> that will be susceptible to vandalism and, if possible, remove those <br /> fixtures. <br /> <br /> 7. The consultants feel strongly that the County does what ever is <br /> necessary to have the contractor fix all of the door problems. And, <br /> to the extent possible, the contractor should provide for an immediate <br /> response to future door malfunctions, This is a maintenance/warranty <br /> issue that should Always receive A very high priority, <br /> <br /> 8. The hiring and training of the officers needed pursuant to the <br /> opening of the Main Male Housing Pod should be accelerated. As <br /> noted earlier, the staffing for the new facility was intended to be as <br /> efficient as possible. And, it was intended that a sufficient number of <br /> additional staff would be hired and fully trained prior to the opening <br /> of the Main Male Housing Pod. Staffing for the Main Male Housing Pod <br /> was provided by moving staff from other posts and by using overtime. <br /> This is may add to staff stress and possibly contribute to problems <br /> with inmates. <br /> <br /> 9. It is important that a new staffing plan be developed that places <br /> the right number of staff, at the right place, at the right time, <br /> doing the right thing. It is suggested build the new staffing plan <br /> based upon the Staffing Analysis Workbook for Jails, Second Edition. <br /> This approach begins by assessing the workload at various posts and <br /> then identifying the hours and amount of coverage required for each <br /> post. At the end, not the beginning, a staffwork schedule is <br /> developed which fits the post coverage requirements. It is likely that <br /> the work schedule will be a mix of 8-, 10-, and 12-hour shifts. And, it <br /> is likely that shift change times may vary for some posts. <br /> <br /> Once the plan is completed and implemented, it must be carefully <br /> monitored by the shift supervisors and jail Administration to make <br /> sure It is working correctly And make time changes where required. <br /> <br /> I 0. The jail administration should Immediately asses the need for <br /> additional staff training in modern inmate supervision. Properly <br /> trained staff coupled with a good facility design have been very <br /> successful in controlling inmate behavior. FAcilities similar in design <br /> have had considerable success: <br /> <br /> Violent incidents are reduced 30% to 90% and homosexual rape <br /> disappears. <br /> <br /> - The number of damaged mattresses dropped from 150 per year to <br /> none in two years. <br /> <br />Cass County Jail Project 11 <br /> <br /> <br />
