I would
ask that this be placed on the next Commission Agenda for your consideration.

This is in response to a determination that our correctional officers would need to be
licensed by the North Dakota Board of Nursing in order to continue delivering
medications within the jail. This was not included in our original 2005 jail budget as
the criteria for licensing correctional officers took some time to develop and then it
took additional time to define the training required to meet those requirements.

Once the training was determined, I estimate that the initial cost for training our staff
will be $27,600 while Fargo Cass Public Health estimate $32,150. An additional
$600 would be spent for each new hire which would add $7,200 per year to our
training budget. Our office does not believe that licensing our staff is cost effective
as no other benefits are gained through this process and so other options were sought.

Our office has since reviewed a number of different options and believes that the
amendment by Fargo Cass Public Health is the most efficient and cost effective
means to provide for the medication administration within the Cass County Jail. The
amendment would cost an additional $11,830 for 2005. It covers the medication
issue and we gain additional nursing services which are needed.

Sample Motion:

Move to authorize the chair to sign the Amendment to Agreement for provision of
health services for Cass County by Fargo Cass Public Health.

Respectfully c@~
. \

~, ..

.
