The District operates under a five member County Weed Board
appointed by the County Commission. The Weed Control Officer is responsible for the daily activities of
the District. The District uses an integrated approach to weed control. This approach uses chemicals,
mechanical methods of control and biological agents in an effort to control noxious weeds. The purpose
of the department is to provide for an effective and efficient program that will accomplish weed control
I with a minimum of environmental consideration.

ICMA is seeking to include communities from the with a range of GIS expertise on their staff. That
s we want to include communities with relatively little GIS experience as well as those that are
well advanced, as well as those that re somewhere in the middle. In this light, please descr be
the GIS capacibJ in your local government. How is GIS used? Who uses it? Is it shared across
departments?

The GIS experience within Cass County is best described as "somewhere in the middle." The GIS
coordinator was hired In January 2002 to coordinate and manage an increasing array of data and liaise
with a consultant who is building a customized desktop application. The customized application, based
on Map Objects is used primarily by the Auditor's Office, where parcel searches are performed and
reports and maps are generated for selected properties. The application is used to answer inquiries from
the general public and to help resolve internal issues. The other primary user of the application is the
Road Department; they use the application to locate bridges, signs and county roads. The planning
department uses the application for a number of tasks such as plat verification, identification of properties
within flood zones and address assignment. The GIS coordinator uses Arc GIS v8.2 to manage county
datasets and meet some of the specialized department needs. The County Planner also utilizes ArcGIS
to complete specialized projects. The Sheriff's Department has access to the Map Objects and are in the
process of utilizing GIS data to assist with Joint Dispatch and 911 planning. There are approximately 14
users of the desktop application, who have been trained in its use, but have no other GIS experience.
