RECEIVED

OCT 282002

CASS COUNTY COMMISSION

Cass County GIS

October 25, 2002

Auditor

Michael Montplaisir, CPA
701-241-5601

Treasurer

Charlotte Sandvik
701-241-5611

Director of
Equalization

Frank Klein
701-241-5616

Dear Mr. Wieland,

I would like to request the support of the Cass County Commission to apply for a grant
from ICMA (International County Management Association), ESRI (Environmental
Research Institute) and HP (Hewlett Packard) for a pitat project in Mobile Government
Applications. These companies are providing software, hardware and training for ten
municipalities in the United States and Canada to develop pilot projects that use
geospatial applications for mobile government services. The program is being
established to provide assistance to local govemreent agencies in establishing ten
models that demonstrate ideas related to the development and implementation of
innovative GIS applications aimed at improving government processes. The selected
pilot projects will receive an IPAQ Pocket PC, Arc Pad 6 software, for mobile GIS, with
up to 20 deployments and one copy of Arc Pad Studio for developing custom
applications,

Details of the proposed project for Cass County are in the attached application form.
The primary user for the pilot project would be the Weed & Vector departTnent to assist
with field collection of data for the spread of Purple Loosest~e & Mosquito breeding
grounds. It is the intention that other departments would have access to the equipment
in the future to assist with projects such as hazard mitigation and asset inventory.

The value of the hardware & software would be approximately $2000. The proposed
staff would have to be available for a one-day training session if selected, which may
require some travel. Cass County will be responsible for providing updates every 4-6
months on how the development and implementation of the applications are going and a
final report. One minimum copy of the data collected should also be made available to
ali government agencies for no more than the cost of the reproduction media. It is
required that a status report is presented at the ICMA Best Practices Symposium 2003,
March 20-22, in Tacoma, Washington.

GIS is still a relatively new concept within Cass County and I believe this project will help
bdng awareness to the possibilities that such applications can provide. I would like to
suggest a motion to the Commission to sign the attached letter of support.

~x 2806
2t t N~th Street Sou~
Norfl~ Dakota 58103

Sincerely,

Kay Powell
GIS Coordinator

FAX~l,~167~
