RECE~/EO <br /> <br />September 16, 2002 <br /> Cd~S COUNTY <br /> ~SO'[Li~iON TO ESTABU$~ A 2~O1%q~ MO~?ORIUM ON "I~E DEStRUCtION <br /> OR REMOVAL OF HISTORIC LANDMARKS COMMONLY CAT.t.~r~ THE CASS COUNTY <br /> JAIL AND SHERIFFS RESIDENCE <br /> <br />WHEREAS, the county has developed a new jail with the hope of accommodating <br />the county's needs for incarceration of criminals for 100 years into the future <br />and <br /> <br />WHEREAS the Jail is only one component of the criminal Justice system which <br />also includes law enforcement, prosecution and criminal courts, and <br /> <br />WHEREAS the county is still exploring the best way to accommodate long range <br />needs for these related responsibilities and <br /> <br />WHEREAS there is a present need for a secure facility on campus for detention <br />of prisoners who are in the process of traveling from the new Jail to make <br />appearance in criminal court on the county campus and <br /> <br />WHEREAS the existing Jail and sheriff's residence are significant historical' <br />landmarks whose structural integrity without repairs is already "good" to "fairly <br />gopd' as denoted in the structural engineers report February 23, 2001 by Heyer <br />Engineering and <br /> <br />WHEREAS.former Cass County Boards of Commissioners have demonstrated a <br />model of preserving yesterday's heritage while meeting the needs of tomorrow <br />by not only accomplishing the major successful renovation of the 1906 Cass <br />County Courthouse but successfully merging It with significant architecturally <br />appropriate additions, NOW BE 1T HEREBY RESOLVED THAT THE CASS COUNTY <br />COMMISSION: <br /> <br />(II MOVE TO establish a moratorium by the Cass County Commission to stop the <br />destruction or removal of the exdsting Cass County Jail and house commonly <br />called the 'sherifFs residence' from the county's campus for a minimum period <br />of 24 mort tbs beginning with passage of this resolution but eot later than <br />November 1, 2002. The county shall use this moratorium I~eriod to complete <br />an in-depth analysis of 1ts other long-range physical plant needs with £all and <br />falr emphasis given to the potentlod for adaptive reuse of these landmark <br />structures in ful£alment of future county needs. <br /> <br /> <br />
