RECE~/EO September 16, 2002 Cd~S COUNTY ~SO'[Li~iON TO ESTABU$~ A 2~O1%q~ MO~?ORIUM ON "I~E DEStRUCtION OR REMOVAL OF HISTORIC LANDMARKS COMMONLY CAT.t.~r~ THE CASS COUNTY JAIL AND SHERIFFS RESIDENCE WHEREAS, the county has developed a new jail with the hope of accommodating the county's needs for incarceration of criminals for 100 years into the future and WHEREAS the Jail is only one component of the criminal Justice system which also includes law enforcement, prosecution and criminal courts, and WHEREAS the county is still exploring the best way to accommodate long range needs for these related responsibilities and WHEREAS there is a present need for a secure facility on campus for detention of prisoners who are in the process of traveling from the new Jail to make appearance in criminal court on the county campus and WHEREAS the existing Jail and sheriff's residence are significant historical' landmarks whose structural integrity without repairs is already "good" to "fairly gopd' as denoted in the structural engineers report February 23, 2001 by Heyer Engineering and WHEREAS.former Cass County Boards of Commissioners have demonstrated a model of preserving yesterday's heritage while meeting the needs of tomorrow by not only accomplishing the major successful renovation of the 1906 Cass County Courthouse but successfully merging It with significant architecturally appropriate additions, NOW BE 1T HEREBY RESOLVED THAT THE CASS COUNTY COMMISSION: (II MOVE TO establish a moratorium by the Cass County Commission to stop the destruction or removal of the exdsting Cass County Jail and house commonly called the 'sherifFs residence' from the county's campus for a minimum period of 24 mort tbs beginning with passage of this resolution but eot later than November 1, 2002. The county shall use this moratorium I~eriod to complete an in-depth analysis of 1ts other long-range physical plant needs with £all and falr emphasis given to the potentlod for adaptive reuse of these landmark structures in ful£alment of future county needs.
