<br />Mr. Larson moved and Mrs. Stanton seconded to receive and file the following Officer's Reports for
<br />November, 1987: Motion carried.
<br />Discussion was held with Deb Dahlsing, Employee Benefit Specialist for Blue Cross Blue Shield of
<br />North Dakota, on renewal of the County's health care contract. She discussed addition of the routine
<br />mammography screenings, and a State law enacted on July 1, 1987, necessitating changes in the area of
<br />benefits for psychiatric and substance abuse services. She informed the Commission that the aggregate
<br />stop /loss agreement will not change for 1988. Mr. Larson requested additional information on the 1987
<br />contract, which Mr. Kostka of Dan Martinsen, Inc. has in his file on Cass County. Diana Murack was
<br />instructed to obtain that information, and this matter will be placed on the agenda for next week.
<br />Mr. and Mrs. Art Glasow of Durbin and Mr. Allen Peterson, representing the local committee for the
<br />North Dakota Centennial Celebration, appeared before the Board with a hand -made quilt containing a square
<br />representing each township in Cass County. Mrs. Stanton moved and Mr. Eckert seconded that the County
<br />Commission write a letter of appreciation to Mrs. Art Glasow, who supervised the making of the quilt and
<br />assembly of the township squares. Motion carried.
<br />Mr. William Kipley from Employee Assistance Program Consultants, Inc. provided a review of the
<br />activity of County employees utilizing the Employee Assistance Program during the past year.
<br />Mr. Sondrall moved and Mrs. Stanton seconded to renew the contract with Employee Assistance Program
<br />Consultants, Inc. for the year 1988 at a cost of $2.00 per employee per month. On roll call vote, the
<br />motion carried unanimously. The Chairman suggested that the States Attorney review the contract prior to
<br />his signing them.
<br />Mr. Sondrall moved and Mrs. Stanton seconded that the bill presented by Richard Offutt, Director of
<br />Administrative Services, in the amount of $4,659.00 for IBM terminals be paid from the Capital Projects
<br />line item. On roll call vote, the motion carried unanimously.
<br />Upon the recommendation of Richard Offutt, Mrs. Stanton moved and Mr. Eckert seconded to approve
<br />payment from the County Contingency Fund to Meinecke Johnson Company in the amount of $26,595.00 for the
<br />Courthouse Plaza and to T.F. Powers in the amount of $9,763.21 for remodeling the County Court area,
<br />removing and installing new locks in the Courthouse, and miscellaneous items. On roll call vote, the
<br />motion carried unanimously.
<br />Mrs. Stanton moved and Mrs. Sondrall seconded to acknowledge receipt of two checks in the amount of
<br />$2,000 each from the Fargo American Legion and the Fargo V.F.W. as contributions on the Courthouse
<br />Memorial Plaza, and to send letters of appreciation. Motion carried.
<br />Upon the request of County Engineer Don Richards, Mrs. Stanton moved and Mr. Sondrall seconded that
<br />County Auditor Ordelle Brua be authorized to write checks for two new trucks and snow plow equipment for
<br />the County Road Department in the amount of approximately $120,000 to be paid from the 1987 budget, but
<br />the checks to be withheld by the County Auditor until the trucks have been delivered. On roll call vote,
<br />the motion carried unanimously.
<br />Mrs. Stanton moved and Mr. Sondrall seconded that Don Richards be authorized to attend the National
<br />Association of County Engineers annual convention in Mobile, Alabama, during the first week in February,
<br />1988. On roll call vote, the motion carried unanimously.

<br />Don Richards presented a standard utility permit form from e 4hewrr tee fewer Company to place an
<br />overhead power line on the outside edge of County Road 28 right of way at the Red River Valley
<br />Fairgrounds. The permit was granted at the last meeting subject to review and approval by the County
<br />Engineer, which has been given.
<br />Mrs. Stanton moved and Mr. Eckert seconded to approve hiring of Attorney Keith Miller at a cost of
<br />$80.00 per hour, up to $1,000.00, as legal counsel for witnesses in the hearing for County Judge Donald
<br />Cooke; and that Chairman Wieland be authorized to speak with Keith Miller about the Board's action.
<br />On roll call vote, the motion carried unanimously.
<br />Upon the request of Alvin Johnson, County Social Services, Mrs. Stanton moved and Mr. Sondrall
<br />seconded to approve staff replacement for Mary Teske and to approve the transfer of Sheryl Nunez from the
<br />Fuel Assistance program to the AFDC medical assistance program. On roll call vote, the motion carried
<br />unanimously.
<br />Mrs. Stanton moved and Mr. Sondrall seconded that County Social Services be authorized to pay time
<br />and one -half for overtime needed to convert the Medical Assistance cases to computer, for a maximum of
<br />1200 hours to complete the project. On roll call vote, the motion carried unanimously.
<br />Mr. Sondrall moved and Mr. Eckert seconded to negotiate with the State Director of Institutions for
<br />rental of two or three offices in the Cass County Juvenile Detention Center at an annual cost of
<br />$7.00 per square foot. On roll call vote, the motion carried unanimously.
